NOTICE TO CONTRACTORS
THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office and its chief place of business at the City of Longueuil, province of Quebec Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as "Owner").
The Special Sections of the Tender Documents (Section 0 Notice to Contractors, Section 3 Special Administrative Conditions and Sections 4 Special Technical Conditions) for project 62512 are available directly from Private Tenders “Merx” at the following address, http//www.merx.com/pjcci.
The Standard Sections of the Tender Documents (Section 1, 2 and 5 to 11) are reproduced on the website of The Jacques Cartier and Champlain Bridges Incorporated (www.jccbi.ca) under the tab Call for Tenders. These documents are incorporated by reference in the Tender Documents, and form an integral part thereof as if they were formally reproduced therein. The submission of a tender constitutes an assertion that the Tenderer has read all Tender Documents and accepts the conditions set forth therein.

will be received until 3:00 p.m., Monday November 21st 2016 for the said work, at the Owner’s premises at the following address which will be the one and only return address for tenders.

No tender received after the said date and time will be accepted by the Owner. The time and date of receipt will be considered to be the date and time affixed by the Owner on the tender envelope.
The present Contract consist, generally, in achieving in 2016 and 2017 the construction works for the replacement with enhancement of snow fences which are located on the highways of the section 10 of Bonaventure Expressway in Montreal, Quebec. The Contract includes also maintaining circulation and temporary signage required for the execution of the above construction works.
Tenderers must visit the work site. Tenderers can visit the site by themselves. However, tenderers visiting the site by themselves are only permitted to visit sites normally accessible to the general public. Upon request, the Tenderer may also visit the site accompanied by a representative of the Owner, by appointment with the Procurement Agent of the Owner (Type C). (SEE ANNEXE 2-III)
In order to receive an English version of the tender documents, bidders must first order the French version of the tender documents and then contact the Procurement Agent of the Owner at offres@pjcci.ca. The English version of the tender documents will thereafter be forwarded to you at no extra costs.
Bids must be completed and must be signed on the Tender Form provided and submitted in in an envelope on which the return label will be affixed. To be considered, the tender must be in accordance with the specifications and must be accompanied by the security specified therein.
The unit price bid on each item of work or materials shall represent the actual cost of said work or materials. If, in the opinion of the Engineer, the prices do not represent the actual costs, the Owner may reject the bid.
Only the Tender Form is to be signed by you; the other documents are enclosed for information only as to the terms of the Contract to be awarded.
The Performance Bond and the Labour and Material Bond shall each be for an amount not less than 50% of the total tender price. The Owner requires Federal Bonds; Standard Bonds will not be accepted.
The Owner does not bind itself to accept the lowest or any tender.
