The University of Waterloo’s Centre for Sight Enhancement (CSE) invites qualified companies to submit proposals for the supply of video-based closed circuit television (CCTV) equipment in accordance with the terms of this Proposal Call.
The University of Waterloo’s Centre for Sight Enhancement has been contracted to operate a centralized video-based assistive technology/CCTV equipment pool for the Ontario Ministry of Health and Long-Term Care’s Assistive Devices Program (ADP) and will be selecting CCTVs for use as demonstration models in Regional Assessment Centres and in the Assistive Devices Program.
In the past, the ADP Visual Aids Evaluation Group (VAEG) was responsible for the evaluation of new video-based devices for inclusion in the program, with CSE performing an additional evaluation at the time of the Request for Proposals. These steps have been streamlined, condensing the VAEG and CSE RFP evaluation into a single event conducted during the RFP.
Suppliers should submit a list of equipment for pre-approval via email on or before August 22, 2017. See Appendix B of the RFP document for the information to be submitted for Stage 1.
Suppliers will then be notified if equipment submitted does not meet the criteria listed in Section 6.0 of this Proposal Call. Suppliers should proceed to submit proposal(s) and equipment for Stage 2 unless the University of Waterloo sends notification that equipment did not meet criteria.
The University of Waterloo reserves the right to make multiple awards.
Centre for Sight Enhancement Profile
The Centre for Sight Enhancement is a peer-accredited clinical service, research, and teaching facility focused on all aspects of device-assisted rehabilitation for people with low vision or blindness.
The Sight Enhancement Equipment Pool and Assessment Centre (SEEPAC) is part of CSE and is designated by the Ontario Ministry of Health as the lead agency for the assessment and provision of CCTVs to Ontario residents under the Assistive Devices Program. People with low vision or blindness can be assessed for CCTVs and other high technology assistive devices at 8 Regional Assessment Centres throughout Ontario. CCTVs are made available to eligible clients through a leasing program. SEEPAC purchases and manages an adequate inventory of CCTVs for this program.
To replenish SEEPAC’s inventory for the next phase of this service delivery project, we require an additional inventory of CCTV/video-based assistive device systems. The current available inventory will be reviewed, the projected impact of recycling systems will be calculated and the anticipated authorizations/utilization patterns analyzed, enabling SEEPAC to make purchasing decisions that will fill the needs of consumers eligible for funding through ADP for the coming year.
Stage 1 – Requests for approval of equipment that can be submitted for evaluation must be made on Appendix B – Intent to Submit Equipment for Evaluation, which should be submitted by August 22, 2017. Suppliers are encouraged to submit these requests earlier if possible. If a supplier requires a non-disclosure agreement to be signed by evaluators, it should be submitted with the Stage 1 form so University of Waterloo has sufficient time to obtain signatures and return the agreement.
