UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: 19-095
Split belt treadmill system
The University of Waterloo (UW) intends to award a single source contract to Bertec Corporation of Columbus, Ohio, USA, for the purchase of a split belt treadmill with 6 component half bridge pylons. The budget for this entire package is approximately $105,000 USD, not including tax/HST.
This is an Advanced Notice indicating to the supplier community that UW intends to award a contract for this equipment to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of specifications that satisfies the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of specifications during the fifteen calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
Process - Suppliers who can provide equivalent equipment with proven functionality required for the research, within budget, are encouraged to submit a statement of specifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements within budget.
SPECIFICATIONS –
This treadmill offers a split-belt feature that allows the control of the left and right belt in different speeds and independent measurements of loading at each belt.
Each belt has an integrated forceplate measuring 6 load components.
The maximum load allowed on each belt is 1500N.
Range of measured load on each belt: Fx, Fy: 500 N, Fz: 1,000 N
Size of belts: approximately 175 cm (70 inches) long and 0.5 m (20 inches) wide
The belt controller allows the control of speed and acceleration
Provides both Digital and Analog outputs
The package includes:
- Fully instrumented split-belt treadmill with two (2) twenty inch wide belts
- Overhead safety structure/apparatus including harness
- Installation and training on campus
SOLE SOURCE JUSTIFICATION
The split belt treadmill system from Bertec is the only system that provides both split belt feature and measurement of 6 load components. Other alternatives are either not split-belt or only provide vertical load measurement at each belt.
The University of Waterloo is unaware of any other supplier/manufacturer that can provide equipment with this functionality, within budget.
