Professional Services – Media placement and analytics services for brand refinement
The University of Waterloo (UW) intends to award a contract for media placement and analytics services to m/SIX Communications Canada, of Toronto, Ontario, as outlined below.
This is an advanced Notice indicating to the supplier community that UW intends to award a contract for these services to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a challenge with a suitable plan for alternate approach, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating an approach that is in the best interests of the University, the contract will then be awarded to the pre-identified supplier.
Project overview
In 2016, the University Relations department solicited quotations for a digital media placement strategy to support our marketing communications campaign. From that process, m/SIX was selected as the successful agency. A programmatic approach to digital media placements has been piloted, and reporting for the first phase has been received.
The University’s 2017-2018 budget has since been approved, and funds have been allocated for continued media promotion related to the brand.
PROPOSED SOLUTION:
In order to continue the work done to date, and without interruption, University Relations has recommended continuing with the media services project with m/SIX, to complete and measure the delivery of the brand campaign.
SINGLE SOURCE JUSTIFICATION:
Bruce Mau Design, Inc. was selected to perform our brand refinement services under a competitive bidding process (RFP #15-002); as contemplated in the RFP, the University reserved the option to outsource our media placement program resultant from this project, and for which m/SIX was chosen. m/SIX has the background and understanding of this University initiative, and shares knowledge gained over the current engagement with those who are charged with the deployment of our brand refinement project and campaign.
The University intends to use the feedback from this initiative to inform requirements for a future bidding opportunity under a Request for Proposals for a term contract for service.
Process
Suppliers/agencies who wish to dispute the award of this media project may, in writing, detail their reasons with suggested alternate approach, to the attention of the contact person identified below, on or before the closing date of this Notice.
