Professional Services – Environmental data collection software (greenhouse gas calculation)
The University of Waterloo (UW) intends to award a contract for professional services for the implementation of a software tool for environmental data collection and calculation of greenhouse gas emissions from wastewater treatment to EnviroGem Inc. of Mississauga, Ontario, Canada, as outlined below.
This is an advanced Notice indicating to the supplier community that UW intends to award a contract for this service to a pre-identified supplier. If no other supplier submits, on or before the closing date of this Notice, a statement of qualifications that satisfies the stated requirements set out in this Notice, within budget, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their qualifications and proposed approach meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
Requirements
The supplier must develop a web/cloud-based software tool to estimate the greenhouse gas emissions from sewage treatment systems under different user-defined scenarios, and, create a master database. Users must be able to create different projects and save or store their input data, and must be able to enter their own data to define user-specific unit and sub-unit operations and processes (detailed knowledge of sewage treatment processes must be incorporated).
The University’s budget for this project is estimated at $90,000 CAD, before HST.
SINGLE SOURCE JUSTIFICATION:
EnviroGem Inc. is the only supplier we are aware of that offers pre-existing software design and development capabilities combined with sewage treatment expertise, and have experience creating relevant custom data management and calculation tools for clients.
Suppliers who offer this service and expertise, and who can provide references supporting a proven track record, are requested to contact us.
Process
Suppliers who can provide this functionality and expertise within budget may submit a statement of qualifications, in writing, detailing their capabilities and successes to the attention of the contact person identified below, on or before the closing date of this Notice.
