UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: 17-092
Multicomponent Dynamic Vapor Sorption Analyzer
The University of Waterloo (UW) intends to award a single source contract to Surface Measurement Systems, of Allentown, PA, USA, for the purchase of a DVS Resolution Speed-of-Sound Dynamic Vapor Sorption Analyzer with real-time speed of sound vapor measurement and control technology.
This is an Advanced Notice indicating to the supplier community that UW intends to award a contract for these goods to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of specifications that, at a minimum, equals or exceeds the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of specifications during the fifteen calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
SPECIFICATIONS:
This device performs gravimetric analysis of vapor uptake into and onto materials. The key benefits of the preferred device are:
- Dynamic measurement of uptake rates and therefore sorption kinetics and transport properties
- Multicomponent capabilities, for studies of competitive sorption, counter-current sorption and hydrophilic/hydrophobic properties
- Speed-of-Sound sensor for measuring partial pressures with extreme accuracy and response times
The budget for this purchase is approximately $100,000 USD, plus HST.
SOLE SOURCE JUSTIFICATION:
The porous materials engineering and analysis lab at the University of Waterloo focus on the study of novel engineered porous materials, such as electrode components. The present device will be used to study the structure, uptake and transport rates vapors into multiphase materials comprised of mixtures of catalysts, ion conducting polymers, electron conducting fillers, and wettability altering agents, in within hierarchical porous structures.
The University of Waterloo is not aware of any other supplier nor manufacturer who offers a comparable device within budget. Specifically, the simultaneous ability to gravimetrically study multicomponent vapor interaction is not offered in any other known device.
Process
Suppliers who consider their equipment fully compliant and available within budget may submit a statement of specifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements within budget.
