UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: 19-082
HIGH PERFORMANCE DIGITAL NMR SPECTROMETER CONSOLE
The University of Waterloo (UW) intends to award a single source contract to Bruker Ltd. of Milton, Ontario, Canada, for the combined purchase of a new high performance digital NMR Spectrometer, and, an upgrade to an existing high performance digital NMR Spectrometer Console.
This is an Advanced Notice indicating to the supplier community that UW intends to award a contract for these goods to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of specifications that, at a minimum, equals or exceeds the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of specifications during the twenty five calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
SPECIFICATIONS
The new AVANCE NEO NMR SPECT. 300 NanoBay Spectrometer has a new magnet, which is ultrashielded and has a long hold time for cyrogens.
This will make the spectrometer more compatible with the other 300 MHz we have, specifically they will not cause an overlap of signal. This spectrometer will have Variable Temperature feature which is in need. The probe will be able to be tuned from the console, the shimming will be done by the computer, which is a help for all students. The computer will be upgraded which is in need; at the moment we are using Windows 2000. The probe for the new 300 will be more user friendly than what we have now.
The new system must integrate with the other Bruker 300 MHz spectrometer and the NMR facility data server to allow off-line access to data and processing ability.
The AVANCE NEO 600 MHz NMR Spectrometer Console is an upgrade to the existing University of Waterloo’s console AVANCE DRX 600.
Both the new instrument, and the upgraded instrument, must have ultra stable shims, variable temperature control unit and to have the software that is compatible with the other existing consoles, so that the pulse programs can be run without compatibility issues.
The budget for this combined purchase is approximately $1,000,000 CAD, plus HST.
SOLE SOURCE JUSTIFICATION
The existing equipment in use in the Chemistry lab is interchangeable with software and accessories, and embedded in the student curriculum and research infrastructure; previous data collected with the older Bruker instruments must be fully compatible, and able to be read and opened in the new software, facilitating the comparison of previous results with newer measurements.
The purchase of a new Spectrometer to augment the existing suite of instruments, while making an investment to upgrade the existing console, is a cost effective way to upgrade the instruments while standardizing the teaching and research results at the same time.
Process
Suppliers who consider their equipment fully compliant, compatible and available within budget may submit a statement of specifications, in writing, to the contact person identified below on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements within budget, and how the University of Waterloo will maximize the available equipment as outlined.
