PART 1: INTRODUCTION

1. - Background Information

We hereby invite your company (proponent) to partner with the University of Ottawa in this great project funded by the Natural Sciences and Engineering Research Council of Canada (NSERC) Research Tools and Instruments Grants Program (RTI) by submitting an offer to this Request for Proposals.

Please find attached the Request for Proposals documentation with specifications to be completed and returned with your proposal.

1. - Statement of Requirements

1.2.1.       The Unversity of Ottawa is pleased to invite qualified proponents to submit a proposal for the procurement of two Gas Chromatography (GC) analyzers. The GC analyzers will support the ongoing research at the University of Ottawa, Faculty of Engineering, on biogas/bio-hydrogen production from organic wastes. The scope of work includes the following:
•               Supply and delivery of two GC analyzers: Gas GC and Liquid GC
•               Installation and commissioning of the GC analyzers at the designated site
•               Calibration and validation of the instruments to ensure accurate performance
•               Training of end-users on instrument operation, maintenance, and troubleshooting
•               Provision of technical support during the warranty period and beyond
•               Warranty coverage for a minimum of 1 year (and optional 3 years)
•               Compliance with relevant industry standards and regulations

                General Description:

The GC Gas analyzer is required for the analysis of gaseous compounds and the GC Liquid analyzer is required for the analysis of organic compounds in liquid samples.

Item # 1 GAS GC Analyzer

•               Capability: Analysis of gaseous compounds including N2, CO, CO2, CH4, H2, O2, and low molecular weight hydrocarbons
•               Sample Compatibility: Biogas, natural gas, syngas, and other streams

Hardware: GC Column(s), Detector (TCD), multiple inlets for carrier gas, all adaptors and other parts to operate,calibrate and maintain the instruments for the first year (e.g., installation kit, sampling kits, adaptors for columns, etc.).
Software: Intuitive (User-friendly) interface, accompanied with software and computer for operation, data acquisition, processing, and reporting (PC Bundle, with free software upgrades for at least 5 years).

•               Compliance: Compliance with relevant industry standards and regulations

Item # 2 Liquid GC Analyzer

•               Capability: Analysis of volatile fatty acids (VFAs) and volatile organic hydrocarbons
•               Sample Compatibility: Digestate from anaerobic digestion (AD) of organic wastes (food waste, dairy waste, agricultural waste, etc.)
•               Hardware: GC Column(s), FID detector, multiple inlets for carrier gas, all adaptors and other parts to runing and maitainince for the first year (e.g., installation kit, sampling kit, adaptors for columns, etc.).
•               Sample Injection: Autosampler and auto injection compartment

Software: Intuitive (User-friendly) interface, accompanied with software and computer for operation, data acquisition, processing, and reporting (PC Bundle, with free software upgrades for at least 5 years).

• Compliance: Compliance with relevant industry standards and regulations

Both of these Gas Chromatography Analyzers will installed at the Faculty of Engineering, Colonel By Building.

Specifications listed in Appendix A – Technical Specifications Compliance Form of this RFP are the mandatory minimum requirements for oth Gas Chromatography Ananlyzers.

Should any equipment included in a proposal be superseded by a newer model during the period of time between the award of contract and the delivery date, the successful Proponent will be required to inform the University of Ottawa of the new specifications, the newer model pricing will remain the same as what was offered in the RFP. At its sole discretion, the University of Ottawa may opt to make changes from the list of equipment by altering, adding, or deducting some equipment.- Award Contract

1. 3.26The University of Ottawa intends to award a contract to the Proponent whose proposal offers the best value to the University of Ottawa, based upon the terms and conditions of this RFP. The University of Ottawa reserves the right to select a Proponent’s proposal which, at its entire discretion, it considers advantageous in quality, value added plan and/or financial compensation. The University of Ottawa shall not be obligated to the Proponent in any way by the Proponent’s response to the RFP. The University may reject a particular proposal or all proposals received. The University of Ottawa is under no obligation to award a contract or place an order, and reserves the right to terminate the RFP process at any time, and to withdraw from discussions with all or any of the Proponents who have responded.

The University reserves the right to acquire either one or both solutions from one or different suppliers. Should the University move forward with two suppliers, then two different contracts will be awarded.
