Description

BACKGROUND:
Notice is hereby given by the University of Ottawa of the intent to enter into a contract with INNOVA Medical Ophthalmics to procure:

SPECTRALIS OCT 2 with Plus configuration and Advanced Upgrade Package including: advanced angiography imaging chassis allowing tilting and panning of the imaging head; Heidelberg's Active Eye Tracking technology; measurement capabilities of 85,000 Hz; Heidelberg's unique glaucoma analysis including RNFL analysis with FoDi, Posterior Pole Asymmetry analysis and Ganglion Cell thickness maps; retinal analysis including En Face analysis as well as 9 layer segmentation and thickness maps for volume scans.

Heidelberg NSITE (axonal) software – Complete Module
Extended service plan for Heidelberg SPECTRALIS OCT – PLUS ADVANCED

These item will be located within the NeuroHealth and Neurorehabilitation Research Centre (HNR2C) at 200 Lees Avenue at the University of Ottawa.

PROCESS:
Suppliers who consider their equipment functional, successfully tested, readily available and fully compliant to the ACAN minimum requirements may submit in writing a statement of specifications to the contact person identified in this Notice, on or before the closing date of this Notice. In the statement of specifications, the supplier must unequivocally demonstrate how their equipment, at minimum, equals, or exceeds the stated requirements.

If no other supplier submits a statement of specifications, on or before the closing date of this Notice, the competitive requirements of the University of Ottawa will be considered having been met.

Following notification to suppliers not successful in unequivocally demonstrating that their statement of specifications equals or exceeds the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.

Closing Date: March 16, 2018, at 3:00:00 P.M. Eastern Standard Time

INTENDED USE:
This system will be located at the University of Ottawa within the NeuroHealth and Neurorehabilitation Research Centre (HNR2C) at 200 Lees Avenue for the purpose of advanced human optical imaging in research studies.

The system consists of one main equipment item with 2 analysis modules, and an extended service plan:
i) SPECTRALIS OCT 2 with Plus configuration and Advanced Upgrade Package:

Spectral Domain OCT @ 85,000 Hz
Infrared fundus imaging
OCT angiography software package
NSITE neurology software package (with normative multiple sclerosis database)
ART real-time tracking with DUAL laser scanning system
Pivoting, tilting measurement head for easy peripheral imaging
Upgradability to Bluepeak fundus autofluorescence (FAF)
Upgradability to angiography (both fluorescein and indocyanine green)
Upgradability to multicolour fundus imaging
Anterior chamber lens can be added at a later date
55 degree lens (OCT + fundus) can be added at a later date
Ultra-wide field (>102 degree) lens can be added at a later date
PC, table, 3 floating review licences

ii) Extended service plan for Heidelberg SPECTRALIS OCT – PLUS ADVANCED, including:

4 years: Parts, labour, travel, preventative maintenance, priority loaner access

Justification of Pre-Selected Supplier:
Supplier: INNOVA Medical Ophthalmics is the exclusive distributor in Canada for Heidelberg Engineering GmbH.

Justification: The Heidelberg SPECTRALIS OCT 2 Plus is the only OCT Angiography platform currently capable of/with:

OCT-angiography and fundus/ICGA angiography
Multicolour fundus imaging
Wide field imaging
Axonal analysis software with multiple sclerosis normative database
Retinal analysis allowing for 9 layer segmentation

all using high-speed imaging (85,000Hz) and active eye tracking. These specifications are unique to the Heidelberg SPECTRALIS system, and provide higher resolution, reproducibility, and quality of images than any other system currently available.
