The University of Ottawa is seeking quotations from companies to provide annual infrared thermal inspection services for its electrical systems at different locations, including the Main campus, Lees campus and Alta Vista campus.
The University is anticipating awarding a contract for a two (2) year period with the option to renew for one (1) additional year period.
Scope of Work/ Requirements
The service objective is to provide annual infrared thermal electrical inspection services of the University’s electrical systems which includes but is not limited to transformers, panels, disconnect switches, transfer switches, motors starters, vault exhaust fans, main breakers and primary and secondary lines.
The successful Proponent must:
- perform thermographic inspections of electrical equipment as indicated in Appendix D - Electrical Single Line Diagrams;
- apply initial barcode labels to all electrical equipment devices that require a thermographic inspection which are to be recorded by building name, room number and name or number ID of equipment;
- provide a detailed report of all deficiencies containing the following minimum information:
- Date and time of inspection
- Name of Thermographer
- Request section
- Inspection Equipment List
- Methodology section
- Devices and equipment used
- Conclusion section
- Location
- Name of building and room number
- Name or number ID of equipment
- Original picture
- Thermographic picture
- Amperage per phase
- Hot spot temperature
- Coldest spot temperature
- Comparative temperature scale
- Observations and recommendations section
- Evaluate and record the probable causes of overheating section
- perform the inspections annually;
- provide certified electrician with a minimum of Level 2 Advanced Thermographer certification;
- provide Personal Protective Equipment (PPE);
- respect the University’s Health and Safety policies (https://www.uottawa.ca/facilities/health-safety ) and all applicable health, safety and environmental laws, regulations, standards, requirements and guidelines as indicated in section 18 Workplace and Environmental Safety of Appendix C – Form of Agreement template;
- perform the work during regular hours;
- provide advanced work schedule;
- provide weekly progress report;
- inform of potentially critical findings immediately upon discovery;
- provide monthly preliminary report;
- provide final report within two (2) weeks of final inspection.

Proponents are to submit the following documents with their quotation:
a. Proof of Insurance Coverage and WSIB (See Appendix C – Form of Agreement)
b. Completed and signed Submission Form‐ Appendix A
c. Completed and signed Bid Submission Form‐ Appendix B
