This Request for Supplier Qualification (“RFSQ”) is an invitation to prospective Proponents to submit Proposals for an opportunity to be added, as a pre-qualified Supplier, to a Vendor of Record (“VOR”) Agreement as part of Stage 1 in a Supplier selection process. The University of Ottawa intends to qualify a short list of potential firms for the provision of executive search firm services to assist in the recruitment, selection and hiring of academic and administrative senior level positions on an as, when and if required basis. Services will include finalizing the candidate profile, advertising, candidate identification and pre-screening, supporting the University with candidate selection and interviews as they are identified (the “Services”).
Objectives
The primary objectives of this RFSQ are as follows:
- Establish a list of five (5) to seven (7) pre-qualified Suppliers to enter into a Vendor of Record (“VOR”) Agreement with the University for the provision of executive search firm Services for recruitment of academic and administrative senior level positions, such as the president, vice-presidents and deans, as well as other executive level positions, on an ad hoc basis.
- Establish Fixed Percentage Fees Based on Salary or Fixed Fees Per Executive Position standing offer rates with the Successful Proponents that will remain fixed for the Term of the VOR Agreement.

Type of Agreement
The University intends to enter into a VOR Agreement with between five (5) to seven (7) Preferred Proponents, as part of a Stage 1 selection process, for the provision of the Services described herein on an as, when and if required basis. The University reserves the right to adjust the number of Preferred Proponents at its discretion.
The Term of the VOR Agreement is intended to be for a three (3) year period (the “Term”), with an option to renew for two (2) additional one (1) year periods, at the sole discretion of the University.
A contractual obligation will come into force only as part of Stage 2 selection processes, if there is an authorized Statement of Work (“SOW”) awarded against the VOR Agreement, and only to the extent stipulated in the SOW.
It is anticipated that the Agreement will be executed in January 2020.
