The University of Ottawa is inviting responses from interested parties to this Request for Expression of Interest, in order to gather industry interest and expertise to assist in the strategies for the Infrastructure Renewal program currently being contemplated. Of particular interest to the University is the experience, expertise and qualifications for an in depth and comprehensive partnership to study, baseline, strategize, finance, design, and implement a long-term program to upgrade the aging Facilities infrastructure, including options for supply of energy from the current or future Power Plant. The University seeks to inform future solicitations and partnerships on the findings of this RFEI, strategically leveraging existing opportunities while understanding the full potential of future requirements.
Responding to this RFEI is not mandatory and is not a pre-qualification of respondents for any subsequent solicitation process; however, feedback from industry sources will assist the University in preparing its long-term strategy and structuring future competitive procurement processes. The University anticipates issuing a formal Request for Proposal in the Fall of 2023 (anticipated delivery date as indicated in this MERX notice).
The long-term sustainability goals of the University of Ottawa are as follows:
To become a carbon neutral campus by the year 2040 and reduce direct Green House Gas (GHG) emissions (scope 1 emissions) by 100%.
To reduce consumption, drive efficiencies, and leverage industry knowledge and capital.
Respondents should note that this RFEI is neither a formal tender nor an intent to contract with any party and should not be interpreted as any form of commitment or obligation on the University’s part. The information provided by respondents will have no bearing on the evaluation of future bids conducted by the University as part of a formal procurement process.
