PURPOSE
The purpose of this Advance Contract Award Notice (ACAN) is to post the University of Ottawa’s
(uOttawa) intention to enter into contractual arrangements with David Mitchell to provide strategic
direction and to work on the development of national and international marketing strategies to enable the
uOttawa’s Professionel Development Institute (PDI) to fulfill its plan and mandate while strengthening its
brand and reputation through the development of new projects of high relevance to today’s world.
This ACAN provides prospective service providers the opportunity to demonstrate that they are capable
of satisfying all requirements set out in this Advance Contract Award Notice by way of submitting a
Statement of Capabilities on or before the posting end date.
SCOPE OF WORK FOR PROPOSED SERVICE PROVIDER
The Professional Development Institute of the University of Ottawa (uOttawa-PDI) requires the services
of David Mitchell to provide strategic direction and the development of a national and international
marketing strategies to enable the uOttawa-PDI to fulfill its plan and mandate for the major expansion of
its professional development programs.
Working in close collaboration with the executive Director and team member of PDI, and in consultation
with the senior academic leaders of the University, the responsibilities of this professional include, but
are not limited to the following:
• Identifying major sources of external funding to support the major new initiatives of PDI, namely
the International Information Integrity Lab on Disinformation.
• Updating the current PDI Strategic Plan to match PDI’s new responsibilities and assist in the
implementation of its key findings and goals.
• Continuing with efforts to identify a major PDI naming opportunity.
• Advising on the recruitment of key external partners, from academia, government, and industry in
support of uOttawa-PDI’s mission.
• Providing guidance and assistance to PDI’s marketing team to develop a national and
international marketing action plan.
• Assisting with identifying key performance appraisal techniques applicable to organizations such
as PDI.

• Collaborating with senior University of Ottawa leaders to integrate PDI’s mission with the overall
University of Ottawa Strategic Plan.
• Assisting in the implementation of the priority objectives of PDI’s Strategic Plan.
• Monitoring opportunities for collaborations, external partnerships (national and international) in
support of PDI’s mandate to contribute actively to the University’s academic mission and financial
goals.
