Description of Procurement
This Request for Proposal (RFP) is an invitation to Prospective Proponents to submit a proposal under a CCDC14, 2013, Design-Build Stipulated Price Contract, including Ryerson’s Supplementary Conditions (Appendix E – Draft Agreement), for the design development and construction of BE TOP Unit located at 136 Dundas Street East, Toronto, ON, as further described in Appendix B - Deliverables

The overall objective of this is to design, procure, install, and commission Be Top Unit to collect data that can be used to make informed decisions to best, and, and safeguard human health.

Ryerson intends to enter into an agreement in order to ensure Substantial Performance of the project by October 31, 2019 (User Occupancy by November 15, 2019)

The procurement is anticipated to involve negotiation.  An electronic auction is not anticipated. 

Address and Final Date for Submissions
Submissions must be submitted electronically at http://ryerson.bonfirehub.ca  on or before 11:00 a.m. April 26th 2019.

The submissions will not be opened publicly.

Conditions for Participation
The procurement is subject to the following conditions for participation:

Mandatory Submission Requirements
File #1 - Proposal Acknowledgement Form

1. Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form. The Proposal Acknowledgement Form forms part of the Proposal.

1. Provide a detailed Project Schedule of the complete scope of work, including but not limited to the following information:

• Design Build kickoff;
• Site review and measurements as required;
• Design reviews with Ryerson;
• Construction kickoff;
• Major construction milestones;
• Substantial Performance; and
• Total Completion.

1. Provide a Quality Assurance Plan that is focused to ensure that the Project is being managed and coordinated to highest industry standards and that the Successful Proponent and its Consultants’ deliverables are of the highest and best quality before being delivered to Ryerson.

1. A full list of design development, and construction of the Climatic measurement Unit related projects completed within the last 5 years.
2. Select from the list above, three (03) similar Be Top Climatic Measurement Unit projects examples, with design development, and installation, and submit a detailed project description to include

• Project location, client/ building type, year completed, construction value, relevant scope.

• Each example should reflect the involvement of the proposed Project Manager/ lead (at least 1 example), Site Supervisor (at least 1 example), identified in File #5.

1. Proponents shall identify the organization that shall be completing the following disciplines listed in Appendix ‘D’ Pricing Form – Table D1 – Construction Costs.
