Description

McMaster University invites qualified bidders to submit responses for the supply of consultant services in accordance with the terms of this Request for Proposal.
The term of this agreement is for an estimated term of twelve (12) months. The anticipated start date of the contact is December 2021, subject to change at McMaster’s sole discretion.
The Scope of Services to be provided by the Proponent will include all management and professional services necessary to meet the requirements of the Owner. McMaster University is looking to develop a long-term vision for the future of its campus with a 10-year Campus Master Plan that is aligned with the University’s strategic priorities and is focused on developing a campus that provides living, learning and community opportunities. The Project will comply with all governing legislation, codes, laws, by-laws and requirements of authorities having jurisdiction.

1. General

The Scope of Services to be provided by the Proponent will include all management and professional services necessary to meet the requirements of the Owner. McMaster University is looking to develop a long-term vision for the future of its campus with a 10-year Campus Master Plan that is aligned with the University’s strategic priorities and is focused on developing a campus that provides living, learning and community opportunities. The Project will comply with all governing legislation, codes, laws, by-laws and requirements of authorities having jurisdiction.

1. Background

The McMaster University Campus Master Plan, first developed in 2002 and subsequently updated in 2008 and again in 2016, is a key strategic plan prepared for the University that provides a framework to guide the development of urban and natural spaces that define the character of our sites in alignment with McMaster’s vision and institutional priorities.
This plan is reviewed every five to ten years. The most recent plan can be found here.
With the ongoing global pandemic continuing to disrupt normal operations on campus, the 2022 Campus Master Plan differs from recent plans in that it will not be an update, but rather a brand new strategic document uniquely positioned to address a number of challenges and opportunities not present in past updates.

1. Overview

The 2022 Campus Master Plan and be uniquely positioned to address a number of challenges and opportunities with the following planning themes:
Strategic

Alignment with the University’s Institutional Priorities and Strategic Framework 2021-2024, found here;
Creation of an accessible and inclusive campus;
Aesthetic appeal and wellbeing on campus;
Creation of community spaces for interdisciplinary interaction;
Enhancing the public realm;
Coordination with community partners such as City of Hamilton, Metrolinks, RBG, HRCA and Neighbourhood Groups

Buildings and Outdoor Environment:

Historical Context and Campus Buildings;
Development of Design Guidelines for Campus Design;
Preservation and enhancement of outdoor spaces, tree canopy and natural lands, as well as re-envisioning and improving outdoor collision spaces for networking and collaboration; and

Living and Learning

Impact of the pandemic and alternate learning models on the University’s approach to planning and growth;
Incorporation of future development plans for learning from various faculties;
Residences review and development plans for Bates Residence and integration of future residence development;

Sustainability:

Development of a sustainable roadmap for campus development, aligned with the University;
Re-naturalization and protection of lands within the Spencer Creek Watershed in West Campus;
Stormwater Management on Campus

Transportation and Parking

Partnership development around light rail transit (LRT) plans in Hamilton and surrounding municipalities;
Review of multi-modal transportation network needs on-site and off-campus, especially with the development of the 10 Bay Graduate Residence and the Main Street West Residence – this will include an assessment of parking and vehicular transportation as well as active modes of transportation such as walking and cycling;
Consolidation and densification of parking; and
Infrastructure, traffic and signage improvements at the entrances to campus;

These are some of the current matters that will need to be considered in framing the 2022 Campus Master Plan.

1. Project Development Process

The successful Proponent will work closely with Facility Services’ Space Planning team, meet weekly with the Campus Master Plan Working Group, and meet on a monthly basis with the Campus Master Plan Steering Committee comprised of various stakeholders from across the University.
For the plan to be successful, consultation and engagement with the University community and the community in the surrounding neighbourhoods are paramount. The Project will advance in four main phases to ensure appropriate buy-in from stakeholders as development proceeds:
Phase 1: Consultation and Information Gathering
Phase 2: Development of Preliminary Framework and Recommendations
Phase 3: Preparation of Final Plan
Phase 4: Approvals

Proposals must be uploaded and finalized on or before the Submission Deadline set out in the RFP Timetable.

Proponents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
