TF 09-21-825 - Consultant- Design & Contract Administration Services for Boilers & Generator

McMaster University is seeking to retain the services of a qualified Electrical Engineer to act as the Prime Consultant to provide professional engineering services for the design and contract administration for the Peak Shavers project.  Qualified proponents are invited to submit responses in accordance with the terms of this Request for Proposal (hereafter referred to as RFP).

McMaster intends to partake in several IESO market programs. This will be achieved through the installation of 5 x 2MW natural gas generators (reciprocating engines). The generators will be primarily used for participation in the ICI program (peak shaving) with the option of utilizing it for other programs, such as Demand Response or Operating Reserves. Four of the generators will be installed by the NF91 transformer yard and the fifth generator will be installed outside of ET Clarke Centre.
McMaster requires the services of an electrical engineer to act as the prime consultant on this project. The successful proponent shall provide comprehensive design, permit documents and contract administration services for the installation of the electric boilers and the one (1) x 2.6 MW of natural gas reciprocating engines at ET Clarke Centre ONLY. This generator will operate with dual purpose as either a peak shaver or an emergency generator, depending on operational needs. The emergency power will be supplied to multiple buildings.
The design and installation of the four generators at the NF91 transformer yard will be included as part of another project but it is expected that the successful proponent will co-ordinate the operational scheme of the fifth generator in their design along with any required impact assessments. This will require the successful proponent to include co-ordination time with the consultant responsible for the design of the other four generators.
The natural gas generators will be procured by McMaster (long lead time). It is McMaster’s intent to assign the purchase orders of the equipment to the successful contractors once the construction tenders have closed. The generator equipment specifications has been included as an appendices for reference.
The System Impact Assessment with the IESO has been submitted in April 2021 and is currently under review by the IESO. For the initial submission, a total of 10MW of behind the meter generation (5 x 2 MW) was submitted for consideration. The SIA application will be amended to revise one(1) 2 MW generator to be 2.6 MW as designed by this proponent. Amending of the SIA application will not be part of the successful proponent’s scope of work, but it is expected that the successful proponent will provide the required information to the consultant who initially submitted the System Impact Assessment on McMaster’s behalf.
McMaster also intends to install two (2) new electric boilers with a capacity of 60,000 lb/hr each and refurbish the existing natural gas-fired steam boiler #5 as per the recommendations in the Condition Assessment Report from Babcock & Wilcox (refer to Appendix H)
The consultant scope of work includes but is not limited to:

• Provide design for installation of 13.8 kV natural gas generator (reciprocating) and tie-in to McMaster’s existing infrastructure including all required ancillary equipment (switchgears, transformers, ATS, E-house, metering, etc.)
• Provide design for remote start of natural gas generator from central plant or third-party dashboard.
• Provide design of required control schemes for load displacement with the IESO and islanding operation (McMaster would like to have the generator operate in an island operation).
• Comprehensive protection schemes (generator, line, bus, transfer, auto-islanding, etc.)
• Natural gas tie-in from new/existing Enbridge/Union gas PRV. Consultant to co-ordinate work/design with Enbridge/Union gas rep
• Provide required civil design to ensure proper grading for new generator and ancillary equipment.
• Provide required permits and site plan approval if required.
• Proponent to co-ordinate with sound/environmental consultant to ensure overall noise compliance. McMaster will retain sound/environmental consultant.
