for the Investor Advisory Panel
Request for Proposals OSC201617M-028 (the “RFP”)
The Ontario Securities Commission (“OSC”) is soliciting competitive proposals from respondents for the provision of writer/research assistant services on an as needed basis (the “Services”).
The potential scope of services to be provided under the contemplated engagement includes, but is not limited to:
Scope of Work. The OSC is seeking to procure the services of a potential supplier for the provision of writer/research assistant services which will support the communications objectives of the IAP. The writer/research assistant will assist with research, writing and editing on IAP-related matters, and participate in IAP conference calls and meetings in downtown Toronto, as needed.
The selected respondent will be expected to demonstrate the following skills, knowledge and expertise:
(a) strong knowledge of Canadian financial markets, investor matters, investor access and rights issues, and the Canadian investment landscape;
(b) working knowledge of the Securities Act (Ontario), the Commodity Futures Act (Ontario) and the current regulatory environment;
(c) ten (10) years’ experience in financial journalism and research; and
(d) editorial expertise.
Anticipated Budget. While the OSC can provide no guarantees as to volumes of business, the OSC anticipates that the services of the writer/research assistant will be required on an as needed basis for up to approximately 25 hours per month and that total contract costs and disbursements may be in the range of $50,000.00 per year (including HST) over the term of this engagement. The OSC expects respondents to propose Services that will provide the maximum value to the OSC with respect to the scope of work and fees being proposed and preference will be given to Proposals that clearly demonstrate that they provide the maximum value to the OSC.

Proposals must be received on or before 2:00 p.m. Eastern Time on August 15, 2016. All responses are to be submitted to the Ontario Securities Commission by the use of MERX Electronic Bid Submission (EBS). Respondents shall be solely responsible for the delivery of their Proposals in the manner and time prescribed.
