Web-based Payment Card Services RFP OSC201718-011
The Ontario Securities Commission (“OSC”) is soliciting competitive proposals for the provision of Web-based Payment Card Services (“Solution”).
Solution Requirements. The Solution is to facilitate online payment of fees by various market participants and others to the OSC through the OSC’s website (VISA, Mastercard and AMEX credit cards, debit card). In addition, the OSC requires one (1) point of sale (POS) terminal to be installed in our Commission Records unit to facilitate payment of transcript copies. At no time should credit card or other personal information be collected or retained on the OSC website or its servers. The desired Solution must include both a merchant account and payment card processing service. The OSC intends to have the Solution in place by September 15, 2017. The OSC will be responsible to process marketplace participants’, and others’, payments and will be the “Merchant of Record” for all transactions.

Proposals must be received on or before 2:00 p.m. Eastern Time on June 26, 2017 by the use of MERX Electronic Bid Submission (EBS). Respondents shall be solely responsible for the delivery of their Proposals in the manner and time prescribed.

MERX EBS does not allow submissions to be uploaded after the Proposal Submission Deadline, so the respondent should ensure they allow plenty of time to upload the documents.
