Total Rewards Consulting Services RFP OSC201617-014
The Ontario Securities Commission (“OSC”) is soliciting competitive proposals from respondents for the provision of total rewards consulting services (the “Services”) as further described in Article 3 of the RFP.
The potential scope of services to be provided under the contemplated engagement includes, but is not limited to:
Scope of Work. The Human Resources Branch at the OSC is seeking to engage one or more respondents on a retainer basis to supply confidential consulting services regarding the OSC’s total rewards framework, which encompasses, but is not limited to OSC employee compensation, benefits and pension schemes as well as all relevant policies, in order to ensure that the framework and its associated processes are up-to-date and effective, and that they achieve a balance between legislative restraint, external competitiveness, internal equity and the ability to attract, motivate, engage and retain talent.
On an as-needed basis, a selected supplier(s) may be tasked with providing consulting services in respect of any of the services categories listed below (‘Service Categories”). Deliverables that would be expected in respect of consulting services for each Service Category are described in Section 3.2. The three (3) Service Categories relevant to this RFP are:
Service Category 1 – Market Data and Custom Job Survey Development and Assistance;
Service Category 2 – Job Description Writing and Job Evaluation Support; and
Service Category 3 – Total Rewards Consulting, Advice, Analysis and Guidance.
Respondents may submit a Proposal in response to one or more Service Categories and must clearly identify all Service Categories to which a respondent’s proposal applies. OSC will evaluate Proposals and award service contracts on a Service Category-by-Service Category basis. Proposals in respect of one or more Service Categories should take into account the OSC’s blended labour market as well as the size of the organization and its geographic location. Specifically, the OSC is interested in the following segmented and blended comparators: financial services, legal, accounting professional services, public sector industries for the Greater Toronto Area, Toronto, provincial, regional and national areas. The OSC can provide no guarantees as to volumes of business.

Proposals must be received on or before 2:00 p.m. Eastern Time on August 29, 2016, (Eastern Time) by Merx Electronic Bid Submission only.
All responses are to be submitted to the Ontario Securities Commission by the use of MERX Electronic Bid Submission (EBS). Respondents shall be solely responsible for the delivery of their Proposals in the manner and time prescribed.
