IBM Forms Development and Support - RFP OSC201819-105 (the “RFP)
The Ontario Securities Commission (“OSC”) is soliciting competitive proposals from qualified respondents for the provision of development and support services for its IBM Forms Server 8.2.2 environment (the “Services”), as further described in Article 3.  
The potential scope of services to be provided under the contemplated engagement includes, but is not limited to:
Electronic Forms Development and Support Services. The OSC is seeking competitive proposals from qualified respondents to:

1. provide technical support for the IBM Forms Server 8.2.2 environment (production and development), in addition to IBM DB2 11.2, and WebSphere 8.5.5;
2. troubleshoot and remediate technical issues in a timely manner;
3. maintain the OSC library of electronic forms (approximately 50 forms of simple to moderate complexity, and 5 very complex forms);
4. identify and remediate electronic form defects;
5. analyze the current environment, and where appropriate, recommend security and performance best practices;
6. analyze current implementation and identify best practices related to environment administrator and end-user roles and permissions;
7. configure the environment, as required;
8. develop code to update existing forms as required;
9. develop new forms, and prepare user documentation on how to complete the forms;
10. develop formal solution documentation, for example, creating Process Flow and Entity Relationship diagrams, as well as internal code documentation;
11. develop and execute test plans;
12. provide acceptance testing methodologies as well as training, design and user documentation; and
13. provide knowledge transfer to OSC staff.
