The Ontario Securities Commission is seeking Quotes from licensed HVAC Maintenance and mechanical contractors, hereinafter referred to as the “Contractor,” to provide HVAC MAINTENANCE AND MECHANICAL SERVICES, in accordance with the terms, conditions, and specifications contained in this Request for Quotations (RFQ).
The potential scope of services to be provided under the contemplated engagement includes, but is not limited to:
a) The successful respondent agrees to provide services on a twenty-four (24) hour, seven (7) day per week basis and shall complete services within twenty-four (24) hours of the request. In the event the Contractor is unable to perform the assigned work, it is to be immediately report to an authorized OSC representative.
b) Contractor(s) must provide, at Contractor’s own expense, all equipment, labour, materials, supplies, tools, etc., necessary to perform all of the required services, under this RFQ and any resulting contract.
c) Contractor(s) shall conduct all non-emergency work during normal working hours unless deemed by OSC to be disruptive to the normal operations of the organization or an emergency.
d) Contractor(s) shall only utilize licensed, trained and experienced employees to perform the work required on OSC properties.
e) Contractor(s) shall arrive at the location ready to commence work. Contractor arrival to the location for emergency calls shall be within one (1) hour after notification by OSC, which may include nights, weekends, and holidays. Contractor(s) shall call or check-in with the OSC representative who assigned the work within thirty (30) minutes of initial call or notification of need for service and provide estimated time to be on property.
f) Upon completion of the work, Contractor(s) shall clean up the area where the work was performed and Contractor(s) shall remove any debris generated by the repairs from OSC premises.
g) If a HVAC system will be out of service for more than four (4) hours due to the non-availability of a part or extended time needed for repair, the Contractor shall immediately call the OSC representative who assigned the work and inform them of the situation and estimated time of completion and make recommendations to restore service temporarily so as to minimize impact to occupants and equipment.
h) Contractor(s) shall clearly mark all work areas that might reasonably be expected to endanger the health and safety of staff, visitors, or any other persons. Contractor(s) will provide such signs, markers and barricades as required to identify all work areas and minimize inherent dangers.
i) Contractor(s) shall inform OSC Facilities Supervisor within two (2) working days of any change in contact information, including but not limited to contact personnel, mailing address, physical address, phone numbers and email addresses.
j) Contractor(s) shall acquire all permits to complete requested work.
k) Contractor(s) shall provide a one (1) year warranty on all parts and labor provided as a result of this RFQ and resulting contract.
l) Contractor(s) shall provide and maintain an updated inventory and location mapping of each unit upon initial inspection and as changes occur.
The OSC intends to engage one or more potential contractors on a non-exclusive basis for a three-year term, renewable at the option of the OSC for up to additional two, one-year periods, subject to any extensions which may be necessary (at the discretion of the OSC) in order to accommodate those matters which continue beyond the then current term end date. The term of this engagement is expected to begin immediately upon signing the agreement.
Respondents responding to this RFQ must submit a fully executed Non-Disclosure Agreement (NDA) in accordance with RFQ on or before 10:00 a.m. Eastern time on October 16, 2018.
A Mandatory Respondent Briefing and Site Review is scheduled for October 16, 2018 at 10:00 a.m. Upon submission of an NDA, respondents will be given a site tour of the existing premises, an opportunity to ask questions and will be provided with existing floor plans.
Responses to this RFQ must be submitted in the English language.
This RFQ is an open competitive, negotiated request for proposal.

Proposals must be received on or before 2:00 p.m. Eastern Time on November 5, 2018 by the use of MERX Electronic Bid Submission (EBS). Respondents shall be solely responsible for the delivery of their Proposals in the manner and time prescribed. Respondents must register with Merx to obtain and to submit a response to this RFQ. The fee from Merx for EBS is $25.00 CDN.
