This Request for Supplier Qualifications (“RFSQ”) is an invitation by Ornge to prospective respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to provide a fleet of two Aircraft.
This aircraft type will perform special missions the standard Ornge fixed-wing air ambulance fleet cannot achieve. Ornge flies a standardized fleet of single-engine fixed-wing air ambulance aircraft capable of performing the vast majority of day-to-day air medical transports. Ornge requires a different type of aircraft to support increased demand for missions that fall outside of normal operations, including those which involve specialized equipment and specific patient populations. These missions’ primary role will be to facilitate multiple patient transfers, bariatric transfers, and transfers that require a large(r) medical team (e.g., neo-natal). Also, these aircraft may be used for multiple additional uses (crew repatriation, asset rescue/due to mechanical, organ retrieval, complicated IABP or ECMO transfers, etc.)
The aircraft must meet or exceed the requirements set out by Transport Canada and the Ontario Standards and Requirements for registered Air Operators (revision #5), as may be amended occasionally.
At a minimum, the aircraft must be a fixed-wing, pressurized aircraft capable of departing under Instrument Flight Rules (IFR) to a destination 716 nautical miles from point of departure with a planned airtime of 2 hours or less, with sufficient fuel reserves to then fly to an alternate airport 33 NM away and then for an additional forty-five (45) minutes at normal cruise, all in ISA conditions with zero wind assumed. The aircraft shall also be capable of operating from 3500-foot gravel runways in ISA conditions.
B. MATERIAL DISCLOSURES
1. Aircraft Delivery Schedule (including interior completion)
Approximate delivery schedule (specific delivery location and delivery dates will be subject to negotiation) no later than December 2027.
2. Procurement Conditional
The procurement award is conditional on funding approval from The Government of Ontario [as presented by the Ministry of Health]. Ornge does not guarantee the award as per section 3.1.8 of the RFSQ.
3. Installation of Multi-Mission Reconfigurable Interior
The aircraft manufacturer will need to design and install a reconfigurable interior capable, at a minimum, of accommodating the underlying missions:
- Single-stretcher patient transport
- Multi-stretchered patient transport
- Bariatric patient transport
- Combi (including cargo + passengers, patient + attendants + passengers, special medical equipment + patient + attendants)
- Cargo (palletized or boxed)
- Passenger
The successful proponent will be contracted for any future changes to the interior or the addition of aircraft for the life of the aircraft in the Ornge fleet.
C. MANDATORY SUBMISSION REQUIREMENTS
1. Submission Form (Appendix A)
Each response must include a Submission Form (Appendix A) completed and signed by an authorized representative of the respondent.
2. Mandatory Technical Requirements Form (Appendix C)
Each response must include a Mandatory Technical Requirements Form (Appendix C), as well as all applicable Acceptable Documentation required (see Appendix C “Instructions” tab for the definition of “Acceptable Documentation”), fully completed in accordance with the instructions provided within.
D. MANDATORY TECHNICAL REQUIREMENTS
Proponents should refer to the Mandatory Technical Requirements Form (Appendix C) for a detailed list of the mandatory technical requirements and the required Acceptable Documentation defined within that form.
