This Request for Proposals (the “RFP”) is an invitation by Ornge to prospective proponents to submit proposals for a Learning Management System (“LMS”) as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
Ornge provides air and land ambulance services under an agreement with the Ontario Ministry of Health. Additional information about Ornge is available at: www.ornge.ca.
THE DELIVERABLES
Ornge, either directly or through its sub-contractors, delivers a mix of learning solutions that are primarily instructor led learning, hands-on simulations, clinical shifts, preceptorships, self-study, and online testing. Our vision is to transform our learning landscape and build virtual learning solutions, improve efficiencies, and improve reporting capabilities.
Ornge is seeking a Learning Management System (“LMS”), with customization capabilities such as integration with other applications for the registration, course management, completion of learning and storing of supporting records for educational placements to support between 750-1,000 Ornge employees, sub-contractors and other learners that must meet provincial and federal regulatory requirements.
Ornge is looking for a system that will manage the planning, delivery and tracking of all learning events for our service professionals that can deliver and track learning in multiple formats (such as but not limited to xAPI, Sharable Content Object Reference Model (“SCORM”) etc.).
The system must be user friendly, easy to navigate, have assessment and survey building capabilities, with an ability to submit documentation like PDF files and provide a wide range of reporting options for administrators, leadership and sub-contractors to collect course data at a detailed and dashboard level.

MANDATORY REQUIREMENT
M1 - All data stored exclusively in Canada.
M2 - The Proponent’s staff and agents may only access Ornge’s data in the system from access points located within Canada.
M3 - Contract must be subject to the laws of Canada, Ontario, or any Canadian province.
M4 - The licence granted to Ornge must be broad enough to permit Ornge’s subcontractors to offer and receive training.
M5 - If the proponent qualifies to be evaluated in R8 (Evaluation Criteria Category R8 User Testing), they must comply with this clause M5 (Mandatory Requirements) by signing Ornge’s Testing Licence Agreement and thereby permitting user testing of their application in a sandbox environment as part of the rated criteria evaluation, see APPENDIX D – TESTING LICENSE AGREEMENT.
