This Request for Quotations (the “RFQ”) is an invitation by Ornge to prospective respondents to submit non-binding quotations for the procurement of Land Ambulances, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”).
Ornge is a family of companies, some incorporated federally and others in the Province of Ontario. Ornge provides air and land ambulance services under an agreement with the Ministry of Health and Long Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of fixed wing and rotor wing aircraft. The medical teams provide services on board aircraft and vehicles, staffed with highly trained paramedics and pilots. Further, Ornge has a small fleet of critical care land ambulances, offering services at specific locations around the province. Ornge has more than 650 employees, including paramedics, paediatric transport paramedics, pilots, aircraft maintenance engineers, transport medicine physicians, corporate support staff and a team of educators and researchers.

A. THE DELIVERABLES
Ornge requires gasoline powered, with a minimum 158” wheelbase, modular type III, single COT land ambulances meeting the requirements set out below. The requirements listed within this RFQ follow the Provincial Equipment Standards for Ontario Ambulance Services Version 2.0 or greater. Any potential proponents must provide vehicles and options which comply with the Ontario Provincial Land Ambulance & Emergency Response Vehicle Standard Version 5.0 or the most current version at the time of delivery.
Ornge will be seeking delivery of ambulances on the following preliminary delivery schedule of the first four ambulances (specific delivery location and delivery dates are subject to change):
Year Ambulance
2024: Four (4) ambulances with the following delivery dates:

2025: Four (4) ambulances with the following delivery dates:
• November 2025
2026: Four (4) ambulances with the following delivery dates:
• November 2026
2027: Four (4) ambulances with the following delivery dates:

2028: Four (4) ambulances with the following delivery dates:

B. MATERIAL DISCLOSURES
- Ornge may request changes to the add-ons or custom modification to the unit within contracted term.
- The parties acknowledge that Ornge is subject to the Broader Public Sector Accountability Act, 2010, as amended from time to time, and under no circumstances will hospitality, incidental or food expenses be reimbursable by Ornge. For greater certainty, Representatives cannot claim or be reimbursed for such expenses, including:
• Meals, snacks and beverages
• Gratuities
• Laundry or dry cleaning
• Valet services
• Dependent care
• Home management
• Personal telephone calls
