This Request for Proposal (RFP) is being issued by Ornge for Enterprise Data Strategy Consulting Services.
Ornge is a not-for-profit charitable organization that provides air ambulance and critical care transport services to the province of Ontario. We are Canada’s largest air ambulance and critical care transport provider. Ornge is part of a province-wide hub-and-spoke model of care that links communities to hospitals, and local community hospitals to tertiary care centres. To do this, Ornge employs over 640 employees, including paramedics, pilots, communication officers, physicians, aircraft maintenance engineers, educators, researchers and support staff.
Ornge has identified multiple data sources including aviation, clinical and operational information. There is a need to integrate and centralize organizational data along with data from external sources. Ornge’s vision for data management includes the establishment of a data governance program, including master data services. The organization requires timely, accurate and relevant data to be streamlined in an efficient, cohesive manner to make business decisions and meet all reporting obligations.

Deliverables:
The service provider shall provide a comprehensive assessment and road map for the Ornge Enterprise Data Strategy Project. The Enterprise Data Strategy Project will be integral to our Decision Support operations and will be the foundation for future data projects.
Phase 1:
The key deliverables that the proponent would be expected to provide include but are not limited to:
Create Enterprise Data Strategy Plan
- Build on Ornge’s vision & provide definition of scope
- Provide a strategic road map for the Ornge’s Enterprise Data Strategy Plan
- Create Project Plan
- Provide recommendations for successfully launching an Enterprise Data Strategy Plan, including but not limited to the following:
- Improvements in data flow/timeliness
- Improvements in accuracy
- Identification of Risks & Mitigations
Provide Assessment & Recommendations
In conjunction with Ornge’s Decision Support Team, the service provider will be responsible for assessing the current state of master data management, data governance, and infrastructure architecture. The provider will then develop an action plan and recommendations in alignment with an overall Enterprise Data Strategy Plan. Please note: Ornge operates under a Microsoft software stack and has a strong preference to remain with this ecosystem.
Master Data Management
- Review current master data management including but not limited to the following:
- Data Flows
- Data Dictionaries/Inventory
- Data Catalogues/Lineage
- Update documentation
- Data Flow diagrams
- Data Dictionaries/Inventory
- Data Catalogues/Lineage
- Recommendation on tools
- Provide action plan and develop recommendations for improvement focused on automation and quality
Data Governance Framework
- Establish new data governance framework including but not limited to the following:
- Data Governance Committee Terms of Reference
- In collaboration with Ornge, develop key roles and procedures/work flows
- Data Accessibility
- Change Management
- Provide action plan and develop list of recommendations
Infrastructure Architecture
- Review current architecture including but not limited to the following:
- Architecture design
- Hardware setup and configuration
- Software setup and configuration
- Privacy/Security considerations
- Update documentation
- Data architecture diagrams
- Provide action plan and develop recommendations for improvement
