Description

1. Ornge Background

Ornge provides air and land ambulance services under an agreement with the Ministry of Health and Long Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of fixed wing and rotor wing aircraft. The medical teams who provide these services are highly trained paramedics and pilots. Further, Ornge has a small fleet of critical care land ambulances, offering services at specific locations around the province. Ornge has more than 650 employees, including paramedics, pilots, aircraft maintenance engineers, transport medicine physicians, corporate support staff and a team of educators and researchers.

1. Objective

Ornge requires car rental service to be provided by a sole supplier at all of the airport locations (mandatory) below:

Thunder Bay Airport (YQT), Ontario
Sudbury Airport (YSB), Ontario
Timmins (YTS), Ontario
Winnipeg James Armstrong Richardson International Airport (YWG), Manitoba
Kenora (YQK), Ontario
Ottawa International Airport (YOW), Ontario
Sioux Lookout (YXL), Ontario
London International Airport (YXU), Ontario
Chatham-Kent Municipal Airport (XCM), Ontario
Hamilton John C. Munro Hamilton International Airport (YHM), Ontario
Off airport locations in multiple locations in Ontario not limited to but specifically including Peterborough, Mississauga, and Toronto.

To the best of our knowledge, Enterprise Rent-A-Car is the single vendor with the services and availability at each of the locations above and it is therefore Ornge’s intention to enter into contract discussions with Enterprise Rent-A-Car. The intention is an Agreement for a term of up to five years.
This is an Advanced Contact Award Notice (ACAN) with the intention to:

notify the vendor community that we believe there is only one source for goods and services described herein;
notify the vendor community that we plan to enter into contract with said source for these goods and services; and
allow for other vendors to submit notice that they also offer such goods and services.

Respondents compliant to the requirements set forth herein may submit their interest and statement of capabilities, in writing, to the contact person identified in this Notice on or before the closing date of this Notice.
Should any other compliant vendors be identified during the posting period, Ornge will proceed to invite all compliant respondents to participate in a competitive procurement process. If no other compliant vendor submits their interest, on or before the closing date of this notice, the competitive requirements of Ornge are considered to have been met. Following notification to any respondents not successful in demonstrating that they meet the requirements set out in this Notice, the contract may then be awarded to the pre-identified source.

1. Response Submission:

Respondents must submit their responses (including their compliance to the Mandatory Requirements) through MERX Electronic Bid Submission (EBS) System, the electronic tendering systems used by Ornge.

Late submissions are not permitted and any responses submitted after the Submission Deadline will be rejected.
