Ornge Background

Ornge provides air and land ambulance services under an agreement with the Ministry of Health and Long Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of fixed wing and rotor wing aircraft. The medical teams who provide these services are highly trained paramedics and pilots. Further, Ornge has a small fleet of critical care land ambulances, offering services at specific locations around the province. Ornge has more than 500 employees, including paramedics, paediatric transport paramedics, pilots, aircraft maintenance engineers, transport medicine physicians, corporate support staff and a team of educators and researchers.

Objective

Ornge requires car rental service to be provided by a sole supplier at all of the airport locations below:

Toronto Pearson
Toronto Billy Bishop
Thunder Bay
Sudbury
Timmins
Winnipeg
Kenora
Ottawa
Sioux Lookout
London
Dallas Tx
Lafayette La
Denver Co
Newark NJ
As well as off airport locations in multiple locations in Ontario not limited to but specifically including Peterborough, Mississauga, and Toronto.

To the best of our knowledge, Enterprise Holdings is the single vendor with the services and availability at each of the locations above and it is therefore our intention to enter into contract discussions with Enterprise. The intention is an Agreement(s) for a term of 3 years (the “Term”) upon commencement of the contract with the option for two extension options of 1 year each.
This is an Advanced Contact Award Notice (ACAN) with the intention to:

notify the vendor community that we believe there is only one source for goods and services described herein;
notify the vendor community that we plan to enter into contract with said source for these goods and services; and
allow for other vendors to submit notice that they also offer such goods and services.

Providers compliant to the requirements set forth herein may submit their interest and statement of capabilities, in writing, to the contact person identified in this Notice on or before the closing date of this Notice.
Should any other potential suppliers be identified during the posting period, Ornge will proceed to invite all compliant Respondents to participate in a competitive procurement process.
If no other compliant supplier submits their interest, on or before the closing date of this notice, the competitive requirements of Ornge are considered to have been met. Following notification to any suppliers not successful in demonstrating that they meet the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
Although this notice is being issued by Ornge, the benefit may, on notice, be assigned to another Ornge related entity. In any such event all references to Ornge herein shall be read exclusively as references to such other Ornge related entity.

To be eligible for consideration, response (including statement of capabilities) must be received via Email by the Response Deadline, that being August 2th, 2017 @ 10:00:00 am Eastern Time., at the following address:

Ornge shall not accept or consider Responses transmitted by facsimile or by any other means.
Ornge shall reject and return any Response that is not received by the Strategic Sourcing Representative at the above address by the Response Deadline for any reason, including Responses that are delivered after the Response Deadline due to accidents, technical issues, or late delivery due network/Internet Service Provider downtime.
