Description

THE SERVICES
General Requirements
Ornge is seeking to procure a charter air ambulance service provider (“Air Operator”) to supplement its own fleet for patient transfers. Ornge is looking for one Air Operator based at the Thunder Bay Airport (YQT) to perform the volume and specialized type of work required. Ornge envisions this base as most effectively serviced by one Aircraft staffed with an Advanced Care (Flight) Paramedic.

Ideally, the Aircraft would be capable of transferring the specialized patient populations that are served by Advanced Care (Flight) Paramedics, including Bariatric and Paediatric patients. Should an incumbent provider in Thunder Bay Airport (YQT) be the successful proponent able to perform the volume and specialized type of work required, it is Ornge’s intention not to expand the current fleet of Aircraft.

The expected annual ACP(F) flight hours will be in the range of 400 to 600 hours. Ornge will not provide a guarantee of these hours at this time, but may negotiate a guarantee during the Agreement Negotiation Period. Ornge requires the chosen Air Operator to be operational at the Thunder Bay Airport (YQT) during March/April 2019 or as otherwise agreed in the course of negotiations.

These general requirements are not limited to the information stated in this Appendix C, but include the Form of Agreement and all the Schedules. Proponents are reminded that, unless already defined throughout the body of this RFP, capitalized terms used in this RFP have the meanings set out in the attached Form of Agreement Schedule A (Definitions) – See Appendix F.

Level of Care – Advanced Care Flight Paramedic
Through this RFP and the agreement to be negotiated pursuant to it, Ornge seeks to augment the number of ACP-Capable Aircraft available to dispatch for patient transfers after March 2019. An ACP-Capable Aircraft means an Aircraft that is equipped to provide advanced care (in accordance with the applicable requirements of Form of Agreement Schedule E (Aircraft) and Schedule H (Medical Equipment and Supplies) and that has the required number of ACP(F) Paramedics on board. There are two paramedic crewing configurations which could result in an ACP(F) level of care patient transfer:

One Primary Care Flight Paramedic and one Advanced Care Flight Paramedic, or
Two Advanced Care Flight Paramedics.

This crewing requirement is described in section 5.5(a)(ii) of the Form of Agreement attached to this RFP at Appendix F. Ornge expects and will pay for the successful proponent to staff its ACP-Capable Aircraft with one Primary Care Flight Paramedic and one Advanced Care Flight Paramedic.

Advanced Care Flight Paramedics or ACP(F) are Paramedics who meet the qualifications under Applicable Laws to be an advanced care flight paramedics and who have been correspondingly certified by Ornge’s Base Hospital. The Ambulance Act defines different levels of paramedicine in Ontario. As the delegating body, Ornge’s Base Hospital, via its Medical Advisory Committee, has taken on the responsibility of determining the Controlled Acts to be performed by each level of Paramedic certified by Ornge. Generally, the differences between an Advanced Care Flight Paramedic and a Primary Care Flight Paramedic are that an ACP(F) can perform advanced airway & mechanical ventilation procedures, invasive medication administration, intravenous and intraosseous fluid initiation & medication administration, advanced cardiac interpretation and interventions, blood product administration and lab values & chest x-ray interpretation to name some. 1 Aircraft that is all of the following: an ACP-Capable Aircraft, a Bariatric-Capable Aircraft and a Paediatric-Capable Aircraft
In addition, the Aircraft is capable of safely transporting one provincial-standard International Biomedical brand, Canadian Voyageur System isolette (drawing 731-0315 Rev A) (“Isolette”) along with no less than 5 cabin occupants.
