A. THE DELIVERABLES
Ornge is seeking dedicated benefit plan consulting services to assist in the design and evaluation of a Request for Proposals (RFP) for a group benefit plan, and the administration of the group benefit plan with a major insurance company. These benefit plans include such items as life insurance, extended health care, weekly income, long term disability, accidental death and dismemberment, and dental. This will involve plan stability analysis, premium review, and monitoring of plan operation.
The successful proponent will work with Ornge’s Human Resource teams through the process.
The key deliverables that the proponent would be expected to provide would include but not limited to:
- Assist in design and evaluation of the RFP for a group benefit plan.
- Consulting support and advisory services,
- Market verification
- Plan marketing
- Plan stability
- Premium review
- Renewal negotiations
- Experience monitoring of plan operation
- Regular status reports
- Legislative and trend updates
- Annual projected plan spend and forecasted budget input
B. MATERIAL DISCLOSURES
- Ornge’s current benefits plan agreement with Canada Life expires on March 31, 2021, this requires the new agreement to be in place by April 1, 2021.
- Resources and liaison person must be located in the GTA for personal availability. Ornge will not reimburse any travel costs to and from Ornge Head Office.
- The parties acknowledge that Ornge is subject to the Broader Public Sector Accountability Act, 2010, as amended from time to time, and under no circumstances will hospitality, incidental or food expenses be reimbursable by Ornge. For greater certainty, Representatives cannot claim or be reimbursed for such expenses, including:
- Meals, snacks and beverages
- Gratuities
- Laundry or dry cleaning
- Valet services
- Dependent care
- Home management
- Personal telephone calls
C. MANDATORY SUBMISSION REQUIREMENTS
1. Submission Form (Appendix B)
Each proposal must include a Submission Form (Appendix B) completed and signed by an authorized representative of the proponent.
2. Pricing (Appendix C)
Each proposal must include pricing information that complies with the instructions contained in Pricing (Appendix C).
3. Other Mandatory Submission Requirements
- Proponent must submit any requested changes to the Form of Agreement (Appendix A). Changes shall be submitted using Schedule B to the Form of Agreement as a separate document on MERX. If the proponent has no requested changes, submit Schedule B stating “Not Applicable” on it.
- Provide a copy of the proponent’s Workplace Safety & Insurance Board (“WSIB”) certificate.
- Provide information if there are there any legal actions pertaining to your ability to provide the services described in this RFP, currently pending against your company.
- Provide information if your company has ever been involved in a legal proceeding involving Ornge.
D. MANDATORY TECHNICAL REQUIREMENTS
Confirm whether or not the proponent can meet the following mandatory requirements:
Proponents should include the below table in their proposal and indicate (X) whether or not they can meet the specified requirement.
If a proponent cannot meet all mandatory requirements, the proposal will be disqualified and not evaluated further.
M1 - Minimal of (5) five years knowledge and experience benefit plan consulting services.
M2 - Demonstrated experience in design and evaluation of RFP’s for a group benefit plan.
M3 - Demonstrated knowledge and experience in plan stability analysis, premium review, and monitoring of group benefit plan operation.
