This Request for Proposals (the “RFP”) is an invitation by Ornge to prospective proponents to submit proposals for Benefits Plan Advisory and Ongoing Consultation Services as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

Ornge is seeking dedicated benefit plan advisory and ongoing consultation services to assist in the design and evaluation of a Request for Proposals (RFP) for a group benefit plan, the administration of the group benefit plan with a Group Benefits Administrator and, assessment and strategic advice to optimize value with our employee benefits program. These benefit plans include such items but are not limited to life insurance, extended health care, short/long term disability, disability management, accidental death and dismemberment, and dental. This will involve plan stability analysis, premium review, and monitoring of plan operation.
The successful proponent’s involvement will enable Ornge to use best in class practices related to benefits management as well as realize great efficiencies in providing benefits services to employees.
The successful proponent will work with Ornge’s Human Resource team throughout the process.
The key deliverables that the proponent would be expected to provide includes but not be limited to the following:
Overall Scope of Work:
- RFP development to select a Group Benefits Administrator
- Core services – marketing of the plan, renewal, provider management, claims escalations, etc.
- Plan Governance – ensuring Ornge is optimizing value in our benefits program through underwriting arrangements, plan structure, and financial overview
- Data analytics – using industry and Ornge program data to drive more value and better outcomes for employees.
- Wellbeing/occupational health and safety
- Strategic proactive advice from our Benefits consultant.
