This Request for Quotations (the “RFQ”) is an invitation by Ornge to prospective respondents to submit quotations for the supply and delivery of Jet A-1 aviation fuel, with fuel system icing inhibitor (“FSII”), at specific base locations within the province of Ontario and, in some instances, neighbouring provinces, for its fleet of aircraft as well as for Standing Agreement (“SA”) carriers and organ recovery carriers operating under the direction of Ornge. The method of delivery is primarily into the wing or into the plane; however, Ornge reserves the right during the term of the agreement to accept bulk or drum delivery on an as-needed basis to meet operational requirements.
The base locations captured by this RFQ have been divided into two (2) groups: (a) Bundled Locations; and (b) Single Base Locations. Respondents are invited to submit a quotation for either group, or for both groups. The Bundled Locations group contains nine (9) base locations, which will be evaluated and awarded as a single bundle. There are thirty-seven (37) base locations included in the Single Base Locations group. Each base location in the Single Base Locations group will be evaluated and awarded as a stand-alone award. For both the Bundled Locations group and for each base location in the Single Base Locations group, a primary, secondary, and tertiary provider will be awarded wherever possible. Because of the nature of air ambulance service, no standard routings or fuelling can be forecast. However, in an effort to characterize the levels of fuel activity, details of historical usage have been provided in Form 1 – Pricing.
