Description

1. Ornge Background

Ornge is a family of companies, some incorporated federally and others in the Province of Ontario. Ornge provides air and land ambulance services under an agreement with the Ministry of Health and Long Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of fixed wing and rotor wing aircraft. The medical teams provide services aboard aircraft and vehicles staffed with highly trained paramedics and pilots. Further, Ornge has a small fleet of critical care land ambulances, offering services at specific locations around the province. Ornge has more than 650 employees, including paramedics, paediatric transport paramedics, pilots, aircraft maintenance engineers, transport medicine physicians, corporate support staff and a team of educators and researchers.

1. Objective

Ornge requires Air Cargo Services from the airport of Thunder Bay, Ontario (YQT) to Sioux Lookout, Ontario (YXL), Kenora, Ontario (YQK) and Sudbury, Ontario (YSB). Items to be shipped are small to large packages / boxes with an approximate maximum size of 4’x’4’x4’, weighing up to 100kg. Packages may be in the following Dangerous Goods categories: Class 2,3,5,6 & 8. The option of 2 trips per day is required.

To the best of our knowledge, Perimeter Aviation LP is the single source offering Air Cargo Service between these airports and operating more than one trip daily and it is therefore our intention to enter into contract discussions with Perimeter Aviation LP. The intention is to enter into an Agreement for a term of 3 years (the “Term”) upon commencement of the contract with the option for two extension options of 1 year each.

This is an Advanced Contact Award Notice (ACAN) with the intention to:

notify the vendor community that we believe there is only one source for goods and services described herein; and
allow for any other vendors to submit notice that they also offer such goods and services.

Respondents compliant to the Mandatory Requirements set forth herein may submit their interest and statement of capabilities, in writing, to the contact person identified in this Notice on or before the Response Deadline.

Should any other compliant vendors be identified during the posting period, Ornge will proceed to invite all compliant respondents to participate in a competitive procurement process. If no other compliant vendor submits their interest, on or before the closing date of this notice, the competitive requirements of Ornge are considered to have been met. Following notification to any respondents not successful in demonstrating that they meet the requirements set out in this Notice, the contract may then be awarded to the pre-identified source.

Note: Respondent must be able to meet ALL mandatory requirements for Ornge to consider it a valid submission.

Twice daily flights between Thunder Bay Airport (YQT) and Kenora Airport (YQK)
Twice daily flights between Thunder Bay Airport (YQT) and Sudbury Airport (YSB)

1. Response Submission:

Respondents must submit their responses (including their compliance to the Mandatory Requirements) through MERX Electronic Bid Submission (EBS) System, the electronic tendering systems used by Ornge.

Respondents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.

Late submissions are not permitted and any responses submitted after the Submission Deadline will be rejected.
