A. THE DELIVERABLES
1. Background
Ornge is seeking to prequalify air ambulance providers described in Appendix B. Air ambulance services are primarily at the Primary Care Paramedic (“PCP”) level of care, with some requirement at the Advance Care Paramedic (“ACP”) and or PCP/Flight Registered Nurse (“F-RN”) level of care. Services will also include ad-hoc charter air transports within the service area not limited to Ornge Teams, Mental Health Teams, Hospital Teams, Escort repatriation, Vaccine and medical related transports, Medical Human Health Resources (“HHR) Charters. Ornge will invite qualified proponents through a second stage procurement.
Respondents should note that they may submit aircraft that fall into more than one (1) aircraft tier, however, each aircraft submitted may be submitted in one (1) tier only.
Once a respondent has been evaluated and have been added to the pre-qualified list, the respondent may be invited to future air ambulance services opportunities.
Deliverables
Ornge seeks to have the following:
- Kitchener
- One (1) Tier 1 aircraft to provide PCP, PCP/ACP or PCP/F-RN services.
- Sioux Lookout
- Two (2) Tier 1 aircraft and one (1) air operator to provide PCP services.
- Sudbury
- Five (5) aircraft and up to three (3) air operators to provide PCP services.
A guaranteed seven-hundred fifty (750) flight hours per year for each awarded aircraft.
Availability Requirements
- The aircraft with crew must be available during the call out period of 04:00 ET to 16:00 ET. During this available call-out period, the aircraft is expected to be airborne within one (1) hour of receiving a request for a patient transport from the Operations Control Centre (“OCC”) with a crew ready and able to perform a minimum of 12 hours after being activated.
- Call out periods are subject to change with adequate prior notice from the OCC to facilitate air operator crew roster and flight and duty requirements.
- Air operators will need to ensure adequate staffing and back up aircraft to avoid any disruptions in the daily service level e.g. next day staffing constraints such as late finish resulting in late start, deep cleaning, duty outs, restocking, scheduled and unscheduled maintenance.
- The Air Operator must be Available on at least 312 days of the Service Year (which may include weekdays that are provincial or federal public holidays observed in the Province of Ontario). For greater clarity the Air Operator must be Available for a minimum six days per each week of the Service Year.
2. Aircraft Medical Capability Tiers
For the purposes of this procurement, Ornge has specified three (3) levels (tiers) of aircraft capability – Aircraft Medical Capability Tiers – which will provide the framework for proposal submissions.
The Aircraft Medical Capability Tiers define a respondent’s aircraft cabin configuration and capability. “Tier 1” represents the highest level of medical aircraft capability, “Tier 2” and “Tier 3” are adequate, but lower level of capability.
A Tier 1 Aircraft is necessary to provide Advance Care Paramedic (“ACP”) and or PCP/Flight Registered Nurse (“F-RN”) level of care. Only Tier 1 aircraft can provide ACP or F-RN services.
Respondents must include supporting documentation that clearly highlights the page number, reference, or citation to demonstrate compliance with each of the corresponding requirements outlined in the Aircraft Medical Capability Tier. Where applicable, acceptable documentation includes but is not limited to: relevant parts of the air operators’ Maintenance Control Manual, relevant parts of their Company Operating Manual, Transport Canada approvals including Supplemental Type Certificate (STC), Service Bulletins, Type Certified Installations, Designated Airworthiness Representative (DAR) approvals, Schematics, Aircraft Flight Manual extracts, and photographs demonstrating layout or installed equipment.
