- ORNGE BACKGROUND
Ornge provides air and land ambulance services under an agreement with the Ministry of Health and Long Term Care. Included in the functions of Ornge are the roles inherent in the procurement, maintenance, dispatch, staffing and operation of a fleet of fixed wing and rotor wing aircraft. The teams who provide these services are highly trained paramedics, engineers and pilots.
- ADVANCE CONTRACT AWARD NOTICE
This is an Advanced Contract Award Notice (ACAN) with the intention to:
- notify the vendor community that we believe there is only one source for goods and services described herein;
- notify the vendor community that we plan to enter into contract with said source for these goods and services; and
- allow for other vendors to submit notice that they also offer such goods and services that meet the requirements.
Respondents compliant to the requirements set forth herein may submit their interest and statement of capabilities, in writing, to the contact person identified in this Notice on or before the closing date of this Notice.
Should any other compliant vendors be identified during the posting period, Ornge will proceed to invite all compliant respondents to participate in a competitive procurement process. If no other compliant vendor submits their interest, on or before the closing date of this notice, the competitive requirements of Ornge are considered to have been met. Following notification to any respondents not successful in demonstrating that they meet the requirements set out in this Notice, the contract may then be awarded to the pre-identified source.
- DELIVERABLES / MINIMUM ESSENTIAL REQUIREMENTS
Ornge requires maintenance services and parts for our fleet of Leonardo–Finmeccanica AW139 rotor wing aircraft. The current agreement between Ornge and Leonarodo-Finmeccanica expires on September 29, 2022. A new agreement is required to start on September 30, 2022. To the best of our knowledge, Leonardo–Finmeccanica (the aircraft manufacturer) is the only source offering
all of the following:
Services
- Repair, overhaul, exchanges, and replacement of AW139 rotor wing aircraft parts.
- All parts or components (value USD$250+) covered, tip to tail, including major components.
- Both scheduled and unscheduled events covered, including structures, overhauls and retirements.
- Fixed cost per total fleet flight hours (cycle limits and inflation escalator permitted).
- Aircraft On Ground parts shipment guaranteed within 24 hours with financial compensation for non-compliance.
- Additional shipment guarantees (e.g. Urgent and Stock items) with financial compensation for non-compliance.
- Refund at termination of calculated banked value paid by Ornge.
- Contract duration: Up to seven years (five year initial term renewable for an additional two years).
- No program buy-in cost or initial enrollment cost.
Capabilities
- Holder of all licenses and approvals required by Transport Canada to perform maintenance on AW139 aircraft and components.
- Authorized by aircraft manufacturer to distribute, repair, overhaul and test AW139 OEM parts (including Main Gearbox) with certification to Transport Canada requirements.
- All components, parts and services provided shall be covered by warranty.
- Previous component support program experience for not less than 10 AW139 aircraft.
- Ability to handle the volume and response times of repair, overhaul and replacement of parts required for Ornge's province-wide fleet of up to 12 emergency medical service rotor wing aircraft. Considerations include location of supplier's warehouse(s), breadth of inventory directly held by supplier, and procedures for online portal ordering parts and scheduling deliveries in proximity to planned required dates. Demonstrated ability to support extremely high aircraft availability is of paramount importance to Ornge.
Following are the locations of Ornge’s AW139 rotor bases (one aircraft except as noted):
- Kenora (YQK)
- London (YXU)
- Moosonee (YMO)
- Ottawa (YOW)
- Sudbury (YSB)
- Thunder Bay (YQT)
- Toronto (YTZ) (two aircraft)
- Up to four additional aircraft provide back-up for scheduled and unscheduled maintenance.
