This Summary Notice and Notice of Intended Procurement is issued by Ontario Pension Board (“OPB”) for procurements covered by the Canadian Free Trade Agreement and/or the Comprehensive Economic and Trade Agreement to provide summary information in relation to specific procurement, as detailed below.
A. SUMMARY NOTICE
1. Subject Matter of Procurement
Retirement Planning Calculator and Related Services
OPB is seeking a cloud-based retirement planning calculator tool that will enable members to better plan for their retirement. The tool should also provide OPB’s Client Services Advisors with the ability to collaborate with members in real time in planning retirement scenarios during advisory sessions. The enhanced tool should increase the overall usage, reducing member effort leading to higher member engagement and satisfaction, facilitating advisory services and improving member’s overall experience and adoption of the tool. Related required services include but are not limited to implementation, training, maintenance and support and solution upgrade and future functions as required.
2. How to Obtain Relevant Documents
OPB anticipates posting the RFP on electronic Canadian public tendering systems (MERX and/or Biddingo) on or around January 22, 2024. Interested suppliers are encouraged to monitor Canadian public electronic tendering systems for the formal posting of the RFP and are asked not to contact OPB for posting information.

The submission deadline for this solicitation is February 22, 2024, at 3:00:00p.m. local time (Eastern Time).

5. Time-Frame for Delivery, Duration of Contract and Extension Options
It is anticipated that the resulting contract will be awarded on or about May 31, 2024 and will be for a term of three (3) years with an option to extend on the same terms and conditions for an additional four (4) terms of up to one (1) year each.

Unless otherwise indicated, and subject to applicable exceptions and exclusions, this solicitation is covered by Chapter 5 of the Canadian Free Trade Agreement, and, where the contract value meets or exceeds applicable contract value thresholds, by the Chapter 19 of the Comprehensive Economic and Trade Agreement.
ADDITIONAL INFORMATION
The RFP process is a non-binding RFP which includes a consecutive negotiation process. The service provider may be requested to provide other related services to meet OPB needs during the term.
The following mandatory technical requirements must be met:
- the Proposed solution must be a Cloud based solution;
- the Proposed solution must be a COTS solution;
- OPB’s data must be stored in and accessed from within Canada and Continental United States of America; and
- the proponent is from a jurisdiction that has trade obligations with Ontario and/or Canada.
