Description

This Request for Proposals (the “RFP”) is an invitation by the Ontario Pension Board (“OPB”) to prospective proponents to submit proposals for Human Resource Information System (“HRIS”) and related services as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

OPB currently has approximately 170 permanent and contract, unionized and non-unionized staff. OPB’s retirement pension plan includes membership to two (2) pension plans. OPB’s in-house HR department includes Payroll and Benefits Administrator.

OPB is seeking a cost effective cloud-based HRIS that is suitable for its size and complexity, and includes the following functionalities at a minimum:

Payroll;
Insured benefits management;
HR information management; and
Time and Attendance.

The HRIS must be a fully configurable out of the box HR business process management solution using modern technology that offers secure, scalable and high-availability performance as well as enabling automation and integration of key processes for HR.

In addition, the service provider shall provide implementation and training services to support the initial onboarding of the HRIS.

The RFP process is a non-binding RFP which includes a consecutive negotiation process.
