This Request for Proposals (“RFP”) is an invitation to Proponents to submit a Stage 1 Submission and, if such Proponents are selected as an Eligible Proponent, to submit Stage 2 Proposals to provide a player platform (the “Player Platform”) and other related services as generally described in Part 2 of this RFP (the provision of the Player Platform and the other services are collectively referred to as the “Player Platform and Services” or the “Services”) to Ontario Lottery and Gaming Corporation (“OLG”). This RFP does not bind OLG or constitute an offer of any nature or kind whatsoever to any or all of the Proponents.
The future success of OLG requires rapid access to new technologies, new channels and new products in order to engage players and drive growth through more accessible ways to play. OLG views the Player Platform as a foundational new technology and as a key enabler of OLG initiatives to bring additional value to its relationships with its players. In combination with the replacement of OLG’s existing lottery terminals and possible introduction of a sports solution, each of which may be concurrently or subsequently procured under separate requests for proposals, OLG is updating the tools through which it engages with its players to provide OLG with better information and insights and to enable greater responsiveness to its players.
OLG is currently implementing a revised strategy with the focus on delivering OLG’s vision “to develop world-class gaming entertainment for Ontario”. OLG plans to increase its revenues with enhancements to its technology and innovation capabilities. OLG is subject to statutory, regulatory and policy requirements to integrate effective and customer-focused Responsible Gaming (RG) programming into its lottery and gaming offerings. OLG's RG program is well established across its businesses and seeks to include a similar suite of options for players into the Player Platform, which includes self-directed play management tools, information on individual play history, education, self-exclusion, and data analytics.
A key component of this revised strategy is to engage with a Service Provider that will provide a Player Platform and associated managed services. The Player Platform will become the central point of integration and control across all channels. The Player Platform will eventually replace the functionality of the current PlayOLG iGaming Player Platform with additional and strengthened capabilities.
It is envisioned that the Player Platform will be a part of OLG’s optimization of its digital offering.
The Service Provider will need to manage the technical integration with all integrated third parties.
OLG intends to engage with a Service Provider who will provide, as part of the Services, managed services, such as the day-to-day technical management of the Player Platform and associated technical environments. These managed services may include management of other third-party providers such as geolocation, payment, authentication, casino games providers, provision and management of required infrastructure, security and other operational services.
It is also OLG’s expectation that the Service Provider will take on the day-to-day contract management of the above services on behalf of OLG, at OLG’s discretion. This may require physical co-location of resources at OLG’s corporate offices in Sault Saint Marie, Ontario.
As OLG continues to transform to meet the growing needs of consumers, the Service Provider is expected to innovate and work cohesively with OLG to update and advance the Player Platform for the future through both technical advancements, and by providing insights and leading practices in an agile and focused manner.

Gaming proceeds support Ontario's hospitals, amateur sport, recreational and cultural activities, communities, provincial priority programs such as health care and education, and local and provincial charities and non-profit organizations through the Ontario Trillium Foundation.
