Description

This Request for Proposal Initiation ("RFP") is an invitation to qualified potential Proponents to submit Proposals to the Ontario Energy Board OEB (the “OEB”) to develop a performance based framework and metrics to be applied to the OEB’s Business Plan and key initiatives.

The end result of this work will be a performance based framework and metrics that enable complementary, longitudinal measures of performance beyond the organization’s activity-based metrics, which centre on the achievement of milestones. The framework and metrics developed are intended to reflect best practice, and appropriate consistency with other Ontario public sector frameworks while continuing to be appropriate to the OEB’s unique mandate, structure and specific activities.

The purpose and scope of this project are to:

Develop a performance-based framework for evaluation that can be applied by the OEB on an on-going basis,
Create performance based metrics for specific projects and initiatives planned or implemented by the OEB in its current approved business plan and its forthcoming 2019-2022 business plan.
