RFPOEBHSLACE06142021 - Hydro One Joint Application - Staffing Levels and Compensation Expert

Hydro One Networks Inc. (Hydro One) is expected to file its first joint transmission and distribution rate application, covering the period 2023 to 2027, in the third quarter of 2021. This proceeding will combine issues that have previously been addressed through two separate applications: a transmission application, and a distribution application. With a single application, matters such as corporate costs, taxes, pensions and benefits can be considered holistically, in order to improve regulatory consistency and efficiency. The OEB's decision at the end of the proceeding will approve separate revenue requirements for each of the two transmission and distribution businesses based on the OEB's determination of the level of revenue required to cover the reasonably incurred costs of operating and maintaining each business at a level of service that meets the needs of its customers.

The OEB would like to retain an expert who will assist OEB staff in ensuring there is adequate testing of Hydro One's staffing level and compensation evidence.  Note that the expert will be working exclusively with OEB staff, and not directly for the panel of OEB Commissioners that will be hearing the case.
The estimated agreement start date is August 9th, 2021.
