This Request for Proposals ("RFP") is an invitation to potential Vendors to submit Bids to the Ontario Energy Board (the “OEB”) for the establishment of a Vendor of Record Arrangement (“VOR Arrangement”) for Temporary Help Staffing Services (RFPOEBTHS01082024) with the requisite qualifications and expertise as further described in this RFP.
By submitting a Bid, the Vendor is bound by all the terms and conditions disclosed in the RFP, all its Appendices, and in particular the Mandatory Agreement Terms outlined in Appendix A to this RFP (“Mandatory Agreement Terms”) which will need to be included in the Vendor’s form of agreement (as described further in section 1.2 of this RFP). Vendors should review all the documents carefully and completely and ensure that any issues regarding the RFP documents, process and/or the attached Form of Agreement are resolved before the Bid Deadline as specified in the RFP. No revisions to Bids, the Vendor’s form of agreement or the Mandatory Agreement Terms are permitted after the Bid Deadline.
The OEB is a public entity with a mandate to act in the public interest in regulating the electricity and gas industries in Ontario. This RFP is subject to the requirements and provisions of the Ontario Public Service (OPS) Procurement Directive, including the requirements relating to the Government of Ontario’s Building Ontario Businesses Initiative (BOBI), and the OEB Procurement Policy.
The Ontario Energy Board (OEB) requires temporary help staffing services to cover OEB staff absences, special projects (that are not ongoing) and overflow. Depending on the quality and number of responses, the OEB may award to more than one Vendor (maximum 4) based on the type of skill sets/roles that the agencies can offer.
The purpose of this RFP is to establish a VOR Arrangement to retain up to four (4) agencies that provide temporary help staffing services, to be available for a five (5) year term.
