The Northwest Territories Power Corporation (NTPC) owns and operates the backup
diesel generating plants located in Fort Smith, Fort Resolution & Buffalo Junction, NT.
All 3 (three) of these generating plants are normally “stand-by-plants” and typically
operate during emergency situations or during annual maintenance for 2 weeks in the
middle of August for the Taltson Hydro-electric Generating System maintenance. Fuel is
to be delivered on an “as and when” required basis. The fuel estimates for the 30 KW
generator at the Pine Point substation have been covered off in the Buffalo Junction
estimates.
General Delivery, in Fort Smith, will be expected to be made Monday through Friday
between the hours of 08:00 and 16:00. Delivery, in Fort Resolution/Buffalo
Junction/Pine Point, will be expected to be made Monday through Friday between the
hours of 09:00 and 16:00. Suppliers shall be prepared to begin deliveries on April 1,
2024. Delivery dates and times shall be confirmed with the Manager, Operations and
Maintenance with no less than 24 (twenty-four) hours’ notice. The Manager, Operations
and Maintenance shall confirm dates and times with the Operator in Fort Resolution.
Drivers shall be responsible for the own safe and lawful egress to and from the Power
generating Plants on any Territorial Highway and truckers shall adhere to posted speed
limit conditions posted on NTPC property. The suppler shall provide sealed and
approved Government Standards meter delivery tickets or shall accept NTPC tank dips
before and after delivery for quality control. The supplier’s drivers/ fuel handlers shall
have Work Protection Training for contractors per NTPC’s Health & Safety Management
System; all rules, regulations and procedures must be adhered to. Supply and deliver a
combined volume of approximately 600,000 (six hundred thousand). contract shall be
April 1, 2024, to March 31, 2026, Suppliers shall be prepared to begin deliveries on April
1, 2024. The supplier’s drivers/ fuel handlers shall wear all approved Personal Protection
Equipment (PPE) as per NTPC’s Health & Safety Management System. The supplier’s
drivers/ fuel handlers shall ensure all grounding procedures are followed.

The successful Bidder is to supply and deliver a combined volume of approximately
600,000 (six hundred thousand) Liters of bulk diesel fuel to the NTPC Power Generating
Stations located at Fort Smith, Fort Resolution, Buffalo Junction and Pine Point,
Northwest Territories. The fuel, generally referred to as P-50 diesel fuel must meet
specification CAN/CGSB – 3.6 – M2000 or the most recent revision of the CGSB
specification, Type “A” Automotive Diesel Fuel with a cloud point of -43oC and having
a minimum viscosity of 1.4 cSt at 40oC.
All NTPC Safe work practices must be followed while on NTPC sites.
The local staff at each site must be present for all deliveries and can supply training and
information.
The Bidder shall be solely responsible for safety at the place of work, in accordance with
best industry standards and in full compliance with the rules, regulations, and practices
required by the applicable workplace health and safety legislation. The Bidder shall also
be solely responsible for initiating, maintaining, and supervising all safety precautions
and programs in connection with the performance of the work. Deliverables.
