Description

The Government of Canada is undertaking the rehabilitation of the Centre Block building. PCL/ED, a Joint Venture, are the designated Construction Manager (CM) on this project. As such PCL/ED, a Joint Venture, is seeking a cleaning company to provide cleaning services for any cleaning work required for the Centre Block Rehabilitation Project as set out in the Invitation to Bid. A complete scope of work is included at Part B of this document, along with Instructions to Bidders at Part A.

Refer to Part D – Tender Form for detailed pricing requirements. The successful bidder will provide cleaning services and the hourly rates provided may be used for a variety of cleaning projects including general office cleaning, final project cleaning etc.

Parliamentary and other facilities included for this tender are:

MSO office complex on front lawn of Centre Block – August 17, 2022, until August 16, 2025.

Bantree Warehouse, located at 2001 Bantree Street, Ottawa, ON – September 19, 2022, until August 16, 2025. Please note the start date may shift.

Refer to Part A, Item 27, add 27.4. All workers will need to attend a 2-2.5h (approximate) Safety Site Orientation before the work begins. An additional site-specific safety orientation will detail any site-specific requirements.

Refer to Part A, item 44.1 and add: The work may be required during evenings (after 17:00 until 6:30AM), nights and weekends to accomplish the task within the required timeframe, unless notified the site is closed

The Bidder shall send an intent to submit, a letter that confirms the bidder meets all the mandatory requirements of Part D – Envelope 1 – Technical Package, by e-mail to both kpurdy@pcl-ed.com and mbeaupre@pcl-ed.com before 2:00:00 PM, (Local Ottawa Time), July 27, 2022.
This is a two envelope tender.
Bidders will complete the Envelope 1 – Part D - Technical Package portion and e-mail it in pdf format to both kpurdy@pcl-ed.com and mbeaupre@pcl-ed.com by July 28, 2022 at 2:00:00 PM (Local Ottawa Time). If this tender closing is extended, the Envelope 1 deadline will be one (1) business day before the Envelope 2 tender closing.
One (1) original of the Part D - Envelope 2 – Financial Package shall be submitted by upload to MERX on the Tender Form provided, fully completed, signed and sealed by a principal officer of the Bidder’s organization duly authorized to sign the Tender. Tenders shall be completed without deletions, alterations, interlineations or erasures. All blank spaces on the Tender Form shall be fully filled in. Failure to provide all requested information on the Bid Forms and failure to fill in all blank spaces may result in a bid being disqualified and rejected
This tender will close electronically using MERX. Bidders will upload One (1) original of the Part D - Envelope 2 – Financial Package, no later than: July 29, 2022 at 2:00:00 pm (Local Ottawa Time).

Bids will be date and time stamped at the place of receiving the bids (MERX). Late bids cannot be uploaded. Bidders are encouraged to upload their pricing ahead of deadline to allow for any troubleshooting. No verbal, e-mail, telephonic or faxed Bids will be considered. However, a Tender may be modified by email until time stated for receiving Bids; the CM assumes no risk or responsibility with respect to the receipt of e-mails modifying bids and cannot guarantee that any e-mail modification will be received or reviewed by the CM and/or the Owner. The time of receipt of the bids shall be deemed to be the date and time indicated by the CM on such bids based on the designated clock at the place of receipt set out in section 2.5. The term “local time” shall mean the time as measured by the CM at the location of Tender submission.
