PCL/ED, a Joint Venture, acting as the Construction Manager (CM) on behalf of Public Works Government Services Canada (PWGSC) for the Centre Block Rehabilitation Project, requests a Technical and Financial Proposal from previously prequalified Bidders for the Work outlined in this Request for Proposal for PRIME MECHANICAL Design-Assist-Implement Subcontractor portion for the Parliamentary Welcome Centre, as part of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario.
The entire programme of the Centre Block (CB) Rehabilitation includes a comprehensive rehabilitation of CB and its integrated Peace Tower, along with the completion of the Parliamentary Welcome Centre (PWC) (formerly known as the Visitor Welcome Centre Complex and (VWCC).
The PWC includes the construction of the approximately 35,000 square meters of phases 2 and 3 of a multi-level (public concourse, infrastructure and materials handling) PWC complex that connects phase 1 located near the west block with the CB and East Block, including modifications of space and systems as required for the operations of the East Block.
Bidders must submit the technical and financial portions of the proposal as indicated in Item 6.
The work is to be completed on a Construction Management style of Design Assist Implement Contract.
The Successful Bidder must provide Design Assist services at the Integrated Project Office (IPO -150 Slater) or another assigned location downtown, participate in Project meetings and workshops, provide build-ability and constructability advice, define and manage Work and design phasing and sequencing in accordance with the project milestones and construction budget.
- GENERAL
The overall scope of the project includes but is not limited to the construction of the approximately 35,000 square meters of phases 2 and 3 of a multi-level PWC complex. The complex includes a public concourse (level 1), utilities and mechanical support (level 2) and a materials handling pathway (level 3) and building support functions directly connected to new freight elevator systems in CB and East Block.
Visitor services functions include at a minimum: ticketing, information, orientation, security screening and marshalling, education and public programs and other services such as washrooms and food services, Senate committee rooms and their required support space, dedicated utilities and materials handling corridors serving the parliamentary triad, and Complete fit-up of the PWC Complex.
