This scope of work includes for all competent supervision and the supply of all labour, materials, supplies, products, tools, machinery, equipment, consumables, protective equipment and all other services and items necessary to carry out all snow removal at the Centre Block Rehabilitation Project.
This Subcontractor to remove all snow from the snow dump areas identified on drawing
CM Plan of Snow Removal Areas dated 2023-10-13 included in
Part C – Tender Package Documents (e-mail Carlos as noted above to receive a link to the tender package documents.)
Snow clearing of roadways, pathways, etc. within the project boundaries and movement of the snow to the snow dump areas is to be completed by PCL/ED.
Loading of snow from the snow dump areas into this Subcontractor’s trucks is to be completed by PCL/ED.
The subcontract with the successful subcontractor will be for one (1) year, with the option to extend year by year, if mutually acceptable.
Snow removal service to be provided as an on-call service, PCL/ED to contact this Subcontractor when snow removal is required. This Subcontractor to provide a 2-hour response time, as required, to ensure no operational impacts to the Center Block Rehabilitation Project.
This Subcontractor to have a supervisor available for PCL/ED to contact 24-hours per day, 7-days a week. Contact list to be provided.
All snow removal to be completed during regular day-time hours (6:00am to 6:00pm) including Saturdays and Sundays, however overnight removals may be required as determined and requested by PCL/ED.
This Subcontractor to include for the supply and delivery of bulk road salt and/or sand as requested by PCL/ED.
- Snow removal duration (season) is November 1, 2023 to April 30, 2024.

Further to PART K Security Requirements, bidders to provide an Intent to Bid by email to
mbeaupre@pcl-ed.com and celkhoury@pcl-ed.com confirming their ability to meet the security requirements.
Include DOS # and a list of cleared drivers with Reliability Level Clearance. This mandatory requirement also applies to any subcontractors in accordance with Part D – Tender Form, Appendix G.
Bidders who do not confirm their ability to meet this requirement shall be deemed non-compliant, and their price will not be considered. Deadline to submit is October 24th, 2023 at 4:00 PM.
Regarding the Standard Subcontract Item D. Payment, Item 1 – no holdback will be retained.
Vehicle scanning requirements: Vehicles going on the hill will need to be screened though the Vehicle Screening Facility (VSF).
To get through the VSF, any vehicle looking to access Parliament Hill, will require An Authorization for Vehicle Access (AVA).
All vehicle plates including any trailers must each complete an AVA. It is the responsibility of the subcontractor to ensure that vehicle access remains up to date and renew vehicle(s) access as needed.
All delivery drivers for site pick up and/or drop off will require a delivery driver orientation (approximately 10 minutes) to meet this project’s mandatory safety requirements. If the same driver is coming to site multiple times a day/week, the CM will accept one deliver driver orientation for the week.
All delivery drivers must wear the required Personal Protective Equipment. This includes:
- CSA approved Hard Hat
- CSA Approved 6'' High Cut Safety boots (grade one - green triangle)
- High Visibility Reflective Vest
- CSA Approved Safety Eyewear and/or Side-shields for prescription eyewear
- Task-Specific Gloves
