"PCL/ED, a Joint Venture, acting as the Construction Manager (CM) for the Centre Block Rehabilitation Project, requests quotation from conservators, including those who have submitted expressions of interest for the Work outlined in this Tender Package.
The Work has been further defined by Part B "Scope of Work".
Bidders should submit a technical and financial proposal to supply Carillon Conservator / Materials Specialist services to assist the Construction Management and Consultant Teams with a programme of the Centre Block Rehabilitation Project.
The 53 bells that makes up the grand carillon at the Centre Block building were cast, tuned, and installed between 1925 and 1927. The smallest of the bells weighs only 4.5kg, and the heavy bourdon weighs 10,090kg. The Peace Tower carillon is one of only twenty-three grand carillons worldwide, and is the seventh heaviest in North America. As part of the Centre Block Rehabilitation Project, we require the service of a specialist in the conservation, restoration, and rehabilitation of carillon bells, suspension hardware, playing transmission, claviers, clappers and hammers, the tower belfry, and other component parts.
The components of the carillon which define it as an instrument include the tower belfry, as well as its voice. The intangible heritage—the voice and its playability--must be carefully considered by each conservator as an integral part of all conservation efforts. As such, experience and knowledge of the ethics surrounding the tuning of carillon bells, and the maintenance of the transmission is also required.
The Successful Bidder will be responsible for assessing and analyzing existing conditions, as well as providing recommendations for conservation interventions, as required.
The Successful Bidder must provide Design-Assist-Implement services, participate in Project meetings and workshops, provide build-ability and constructability advice, define and manage Work and design phasing and sequencing in accordance with the project milestones and construction budget."
