The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide consulting services to assist in developing a risk management function for the WCB's future modernization initiatives.
Description of Services
The WCB requires the Contractor to determine the methodology, structure, and resourcing requirements needed to support the risk management needs of the WCB, providing recommendations based on industry recognized best practices [i.e. ISO 3200, or the ERM (Enterprise Risk Management) framework].
The WCB anticipates the Services will be comprised of the following three (3) parts:
a) Assessment (Part 1)
The WCB expects the Contractor to review the WCB's existing risk management capabilities, and assess the organization's readiness to implement strategic plans and initiatives. As part of this, the Contractor will:
(i) Benchmark similar organizations and assess the WCB's maturity level;
(ii) Identify gaps against best practices;
(iii) Considering the current maturity level and the context of the WCB, provide actionable recommendations to ready the risk management function to support upcoming strategic plans and initiatives. Recommendations to remediate gaps should be tailored to the WCB's operational environment, operational size, and the industry;
(iv) Provide a report indicating current capabilities, gaps, and overall organizational readiness and recommendations; and
(v) Propose a methodology and approach for the WCB to adopt for the risk management function. The proposed methodology should include a discussion of the rationale supporting the recommendation. The WCB expects that the methodology can be actionable across the organization.
b) Proposed Structure (Part 2):
Based on the results of the Assessment (Part 1), and considering the scope, the Contractor will:
(i) Considering the WCB's current organization structure, provide a recommendation on the reporting structure for the risk management function;
(ii) Propose the necessary resourcing structure to support the WCB's risk management needs. In developing the structure, the Contractor will consider the following:
-The number of resources and the different roles the WCB will need for the risk management function;
-Defined key positions for the risk management function with roles and responsibilities;
-Anticipated resource requirements for operational departments, if required;
-Identify the training requirements for the WCB internal resources;
(iii) Recommend tools and or technology needed to support the function;
(iv) Identify the main functions/processes for the risk management function; and
(v) Produce a report outlining the recommended organizational structure, required resources, defined roles and responsibilities, and operating model for the WCB risk management function.
c) Enterprise Risk Management Function Implementation (Part 3):
Lead the implementation of the risk management function for the WCB including:
(i) Development and implementation of standards, staff training, templates, and tools specific to the WCB;
(ii) Define roles and responsibilities;
(iii) Development and implementation of formalized processes;
(iv) Development and Implementation of governance and reporting structure; and
(v) Mentor WCB staff.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor should have experience and knowledge with the following (which may be considered an asset when evaluating):
a) Extensive experience planning, launching, and managing implementations of Risk Management Functions of similar scope;
b) Deep understanding of industry recognized risk management methodologies;
c) Resources with the necessary certification (if applicable) and experience to implement the methodology proposed.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work, which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected that the Services will commence on or before the preferred start date of November 1, 2024 for Part 1 (Assessment) and Part 2 (Proposed Structure). The WCB anticipates the Services will be required for an initial period of one (1) year. The WCB shall have an irrevocable option to extend the Services on the same terms and conditions for one (1) additional period of up to two (2) years.
The Services will be structured with an Agreement that will require the parties to enter into a subsequent Statement of Work (the "SOW") for Part 3 (Enterprise Risk Management Function Implementation). The WCB reserves the right to pause the Services after completing the respective Parts 1-2 described in section 9 above.
The full scope of work for Part 3 (Enterprise Risk Management Function Implementation) cannot be determined by the parties at the time the Agreement is executed because it is anticipated the WCB's needs and priorities will evolve as different components of the Services are completed and further information is collected via Part 1 (Assessment) and Part 2 (Proposed Structure). The parties shall mutually agree upon the distinct scopes of work for the Services, including the total fees, deliverables, and completion dates for Part 3 (Enterprise Risk Management Function Implementation), in writing, via the SOW, prior to commencing work on that component.
