The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The supply of one (1) full-time resource to act as the Technical Consultant to provide support services for the WCB's portfolio of Delphi applications.
Description of Services
The Technical Consultant will provide the expertise required to support the WCB's portfolio of Delphi applications which will include, but not be limited to, the following:
a) In-depth functional analysis;
b) Business and technical level documentation of the current complex application logic;
c) Assist with developing the strategic Delphi applications upgrade plan;
d) Provide technical support for required Delphi application changes, as needed, and for new business/legal requirements;
e) Upgrade of Delphi applications, as required;
f) Production support for Delphi applications or defect resolution following enhancements; and
g) Provide training and support of WCB resources in Delphi and Embarcadero, as requested.
The WCB requires the Contractor to supply the Technical Consultant on a full-time basis [thirty-six and a quarter (36.25) hours per week].
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Delphi Technical Consultant must have at least four (4) years of experience developing or maintaining client/server applications using Delphi.
The Technical Consultant must have experience and knowledge with the following:
a) Expertise in supporting and upgrading the Delphi application at the technical and business level;
b) Analyzing complex business logic unassisted;
c) Engaging with business and technical staff to determine functional requirement and documenting it to enable effective decision making at the WCB leadership level;
d) Migrating applications to Microsoft SQL Server (database conversion);
e) Develop, maintain, and support Crystal Reports; and
f) Develop, maintain, and support batch programs and schedules.
The Technical Consultant should have experience and knowledge with the following (which may be considered an asset when evaluating):
g) Develop, maintain, and support Java programs;
h) Good time management skills and ability to handle multiple priorities;
i) Knowledge of Rational Software Architect or Rational Team Concert tools;
j) Knowledge of HL7 v2.x messaging standard;
k) Knowledge of WCB business and/or testing processes; and
l) Knowledge of existing WCB Delphi applications.
The Proposal should include an overview of the Contractor's proposed resource(s) being offered as the Technical Consultant, including profiles of work highlighting their Delphi experience and their experience performing similar upgrades.
The Contractor is not required to have or maintain worker compensation coverage for the Technical Consultant in Manitoba, except as may be required by The Workers Compensation Act.
The Services may be provided remotely and/or onsite at the WCB's facilities located at 333/363 Broadway, Winnipeg, Manitoba, as agreed in writing.
It is expected the Services will be required for an initial period of one (1) year with a preferred start date of February 13, 2023, continuing up to and including February 12, 2024. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to twelve (12) months.
