This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Water Treatment Chemicals & Services, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchasers identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
Each of the Delivery Locations listed on Annex D requires a complete program of water treatment customized on an individual site basis. The program offered to each Delivery Location shall be designed to meet their specific requirements which may include components within the program for condenser water systems, cooling towers, chillers and chilled water systems, steam boilers, deaerators, steam/condensate lines, closed hot water loops, and reverse osmosis (RO) systems while maximizing program safety, efficiency and performance.
In addition, the water treatment programs will include chemical products, any required equipment and professional services to:
- Improve program safety and reduce program risk / liability;
- Reduce fuel and electrical consumption through improved heat transfer efficiency. This is accomplished by minimizing scale, corrosion, fouling, and microbiological growth, which create deposits on heat transfer surfaces;
- Minimize repair and maintenance costs associated with replacement and cleaning of equipment due to scale, corrosion, fouling, or microbiological activity;
- Provide professional, knowledgeable and involved sales and service personnel to ensure program success;
- Accurately monitor program results and communicate appropriate recommendations with quantifiable business oriented justifications; and
- Thoroughly train Site personnel on the implementation and control of the program.
- Inspections of all major cooling towers to examine for items including but not limited to biological growth, foam, sludge, cooling tower deterioration, etc.
- Review and analysis of all plant test results and log sheets;
- Continued review of plant procedures and chemical feed rates;
- Discussion with the Purchaser’s plant personnel regarding program and mechanical performance;
- Complete a detailed service report outlining current findings and recommendations using a water treatment program manual (the “Program Manual”)
- Provide appropriate follow-up with the Purchaser to rectify any issues identified during the site visit;
- The proponent and Purchaser will work cooperatively to address any outstanding issues to the satisfaction of the Purchaser. This may include but will not be limited to: on-site call backs, follow-up testing, comprehensive testing, etc.
The intent is to select two (2) suppliers for all Delivery Locations.
