This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for either, or both of a Lung Cancer Screening Registry with Integration (LCSR) solution and/or a Computer Aided Lung Screening CT Reporting (CTR) solution, Software Support and Maintenance, Implementation and Professional Services, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
Lung cancer screening can find lung cancer at an earlier stage, saving lives and healthcare system costs. The LCSR and the CTR are each needed to support an organized lung cancer screening program in Manitoba.The LCSR will be used to invite, assess eligibility, schedule, refer, and follow outcomes for lung cancer screening clients. The LCSR will be integrated with the CTR to enable detailed assessment and reporting of CT images. The LCSR and the CTR will need to be linked to external sources and data will need to be extracted from the systems for evaluation and data sharing purposes.An organized Lung Cancer Screening Program would not be able to operate without the use of a secure solution including LCSR and CTR. Current ad hoc screening is not adequately tracked, presenting challenges in determining if Manitobans have benefited from participating in ad hoc screening. An organized approach can ensure clear client education, informed consent, timely client follow-up, appropriate nodule management and quality assurance.
There are two separate solutions being sought in this RFP. Proponents are expected to provide responses as detailed in APPENDIX D – RFP PARTICULARS specific to the solution being proposed.
Proponents can submit responses for the LCSR solution “Part A”, the CTR solution “Part B”, or both. Where submitting for both, separate submissions must be provided for each solution.
