SS-CP-0012-WR-23 - Health Care Personnel Services for WRHA Home Care Program

This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Health Care Personnel Service for WRHA Home Care Program, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
The Coordinating Entity on behalf of the Purchaser is accepting proposals for the provision of back-up health care personnel services to home care clients in the Winnipeg, Manitoba. The selected proponent(s) at the Purchaser’s request will provide services within and in surrounding areas outside of the City of Winnipeg but within the Winnipeg Health Region Authority (WRHA). The healthcare personnel services required encompass:
a) Registered Nurses (RN);
b) Licensed Practical Nurses (LPN);
c) Health Care Aides (HCA);
d) Uncertified Health Care Aides (UHCA); and
e) Home Support Workers (HSW).
The Purchaser will remain responsible for client assessment and development of all client-specific care plans and service plans. The selected proponent(s) will be responsible for delivering services on a back-up and replacement basis to clients eligible to receive services, as may be assigned to the selected proponent by the Purchaser.
The objective is for the Purchaser to acquire a consistently high quality of staffing support from qualified providers at a reasonable cost.
The Purchaser shall not accept proposals that include subcontractors as direct service providers.
The Coordinating Entity may engage up to five (5) suppliers to provide the Deliverables in this RFP.
